Study On The Difficulties And Countermeasures Of Rural Human Settlements In Hebei Province For Rural Revitalization

In the report of the 19 th National Congress of the Communist Party of China,it was first proposed to implement the strategy of Rural Revitalization in an all-round way.The improvement of rural human settlements is an important part of ecological livability that is one of the general requirements for rural revitalization,and it is also an important source of farmers' happiness and gain.Among the main contradictions in the primary stage of socialism,the current situation of dirty,chaotic and poor living conditions in rural areas is serious,which is quite different from the farmers' yearning and expectation for a better life.For this reason,the General Office of the CPC Central Committee and the Central Agricultural Office have issued some documents such as the “Three-year Action Plan for Rural Habitat Environment Improvement” and the “Village Action Plan for Rural Habitat Environment Improvement Village”.They put forward guiding ideology and action goals,meanwhile they provided theoretical basis and action direction for the improvement of human settlements on the policy level.However,in the process of promoting the improvement of rural human settlements,new problems are constantly exposed.This paper takes the improvement work of rural human settlements in Hebei Province as the research object,and attempts to explore the path of actual human settlements improvement in Hebei Province,in order to provide theoretical reference and practical reference for improving the rural human settlements in Hebei Province.In addition to the introduction and conclusion,this paper consists of five parts.The first part includes the related concepts and theoretical basis of the improvement of the rural human settlements.It defines the connotation and extension of the rural human settlements,including six aspects are garbage and sewage treatment,toilet reconstruction,village appearance,village planning,long-term management and protection mechanism,etc.At the same time,the necessity of the improvement of rural human settlements is clarified.Linking the theory of public governance with the improvement of rural human settlements.The five core aspects of the pluralism of governance in the theory of public governance,the ambiguity of the boundaries between responsibilities,the interdependence and interaction of inter-subjective rights,the establishment of an autonomous network system and the government playing a role of “metagovernance” in social public network management achieve theoretical support for the study of this paper.The second to third parts are mainly from the six aspects of garbage treatment,toilet reconstruction,sewage treatment,village appearance,village planning,long-term management and protection mechanism to survey some farmers and village cadres of thirteen cities in Hebei Province.The data that is collected to combine the current situation of rural human settlements and farmers' subjective willingness.Summarize the predicament of rural human settlements in Hebei Province and the reasons for it.The fourth to fifth sections through investigating the practices of rural human settlements in other areas at home and abroad.I draw on relevant experiences and suggestions on countermeasures for the improvement of rural human settlements in Hebei Province,including strengthening farmers' Consciousness;formulating a reasonable plan for the improvement of the rural human settlements;constructing a sound institutional mechanism;expanding funding sources multiply;strengthening the legal constraints and supervision of the improvement of the rural human settlements,etc.Provide feasibility and scientificity for the implementation of rural human settlements in Hebei Province.
