Research On The Reform Of Administrative Examination And Approval System In Tangyin County From The Perspective Of "Delegate-Manage-Service"

Since the 18th national congress of the communist party of China.The central government regards the decentralization of power and the deepening of the reform of the administrative system as the "first move" and the "first shot".It takes the reform of the administrative examination and approval system which is closely related to the enterprise as the experimental area to promote the reform according to the general goal of "simplification of power,the combination of management and the optimization of service".Based on policy research and empirical analysis,this paper summarizes the new reform mode of administrative examination and approval system under the perspective of 'delegate-manage-service".The new model of the administrative examination and approval system is charactered by standardization,Enterprise-ordered,problem orientation,innovated and improved government approval services and manage by credit rather than license.At the same time,Tangyin county has adopted measures such as examination and approval of operation mechanism innovation,commercial system reform,and approval standardization construction,the examination and approval system is more perfect and the service procedure is more fluent;but at the same time,there are not high standard degree,free discretion,and the approval power is crisscross,The process of examination and approval is multi-stage,the problem of "information island" is outstanding,the synergy effect is not obvious,and the intermediary service is out of order.The refonn is a continuous rectifying and perfecting process.Comparing the advanced experience of "management suit"reform,the author finds that the main reasons for the existence of these problems in the administrative examination and approval field of Tangyin county are:the legalization and curing of the departmental interests,the incomplete integration mechanism,the unclear definition of the authority and responsibility,the lack of intermediary market norms,and the reform.Lack of endogenous motivation,lack of experience,lack of information technology,short board and supervision mechanism.In order to make the administrative examination and approval more consistent with the needs of the masses and more consistent with the new model of the administrative examination and approval system,Tangyin county should pay more attention to the remolding of the administrative culture,the exploration of the management of the credit system in the process of deepening the reform of the administrative examination and approval system,the realization of the separation of the trial management with the"three rights division",and the strengthening of the application of electronic credit technology and the cultivation of the intermediary service market.
