Research On The Reform Of Administrative Examination And Approval In Jiangning District, Nanjing City

More and more researchers of public management pay lots of attention on administrative examination and approval system reform in recent years.The administrative examination and approval reform experienced three stages up to now.The first stage focused on streamlining governmental organs,the second stage is to shift government function and the last stage is to construct administrative legal system.Shift of government function is becoming the key core of administrative examination and approval system reform.The administrative examination and approval system reform includes canceling of administrative examination and approval power,distributing power and changing approval to record,which are applied in central and local governments.Specific reform items include reform of institutional business,reducing taxes,clearing intermediate services,formulating lists of rights and responsibilities,enhancing whole-process supervision and intelligent innovation systems.Jiangning District is the only one pilot district in Nanjing City of Jiangsu Province,which represents its importance in its population structure,economy and development background in managing modern society.In the area of administrative approval system,Jiangning District continues to inject reform momentum,and has completed the reform of relatively centralized administrative licensing rights,the reform of Internet plus government affairs "no-face approval" reform,"one thing" scene service,engineering reform,street integration reform,and comments about government service to satisfy top-level design requirements.It has independently explored the formation of two signboards of “pre-review agency system” and “delayed service”.In terms of the completeness of the service system,the transparency of policies and regulations,The "four dimensions" of the convenience of the people in handling affairs and the satisfaction of handling experience have comprehensively deepened the reform of the administrative examination and approval system,forming a Jiangning experience that has successfully completed pilot tasks and can be replicated in independent innovation.As the reform entered deeply,the original system and mechanism were drastically dismembered and reconstructed,and the new era puts forward higher requirements for the construction of new systems.Based on the theoretical research on the reform of the administrative examination and approval system and the experience research on the implementation of reform in Jiangning District,this paper systematically summarizes the reform process and results of Jiangning District,analyzes the “fragmentation”problem that is common in the current reform from a small view,and puts forward the path of deconstruction from the perspective of holistic governance.
