Analysis On Influencing Factors Of College Student Village Officials' Policy Implementation

The policy of college students' village officials is a major strategic decision made from above by the Central Committee of Communist Party of China(CPC)since the 17th CPC National Congress with an eye to a long-term development of our Party's cause.This policy is to serve the construction of new socialist countryside and also to train the reserve talents of Party and government cadres.It can be observed that the policy of college students' village officials involves the interests of diverse parties,and there are certain complexities in the process of implementation.The exploration of college student village official policy was conducted earlier in 'A' province.In 2008,when the policy was first promoted nationwide,and it has accumulated several experience.The policy of college students' village officials is considered as a brand-new field issued by our country,it has the inherent particularity and uniqueness.However,the lessons from the experience are relatively less;the exploration of the policy implementation has been conducting during the last decade.The exploration of college student village official policy was earlier in 'A' province.This study takes the 'Smith policy implementation process model' as the starting point,and analyzes the process of the college students' village official policy of 'A' province by using relevant theories of policy analysis.This research introduces solutions in view of the inconsistencies through describing the practical operation of the policy in 'A' Province,analyzing the idealized policy goals,stating the problems in the implementation of policy,as well as pointing out the deviation of policy effect and policy purpose.Currently,our policy-making department should focus on solving a series of problems which restrict the development of the policy,such as the lack of self identities of college student village officials,the weakness of binding force for themselves,and the unsound assessment system of those village officials etc.
