Research On The Supporting System Of The Implementation Of The Policy Of Village Official Policy In China From The Perspective Of Integration

As a national policy with long-term strategic significance, college-graduate village official policy has been officially implemented through a decade. For these years, the policy on the one hand has solved the problem of grassroots building where needs talent, on the other hand it has eased the employment pressure of college graduates to some extent. Nevertheless, there are different degrees of execution deviation phenomenon in the implementation of the policy. Why some college-graduate village officials would be able to enter the village(community), become the staff of the "two committees", and play an important role at the grassroots level construction, while some of others failed to meet government entrust? Is the problem of college student village official policy, environment problems at the grassroots level or college-graduate village official’s own problems? What are the key factors to support the effective implementation of college student village official policy?With the confusion of the above problems,on the integration of college-graduate village official policy, grassroots governance and policy implementation theories, this paper proposed a reasonable hypothesis of the supporting system for the college-graduate village official policy implementation effectiveness. Then this paper conducted fieldwork by entering S Street in Nantong, namely the depth observation of policy implementation and interviews with local college-graduate village officials, the village(community) cadres and grassroots government executives. And then from the policy, structure and behavior perspectives, this paper had a deep description of the status of the policy implementation, analyzed the key factors in the effectiveness of the implementation, and tried to enhance the effectiveness of the policy implementation by making useful policy thinking, thereby formed a more systematic and sophisticated research in this area.Through the field research, especially through the two comparisons of the college-graduate village officials who have entered entering "two committees" and the village officials who have been still in service and who haven’t, the paper argued the college-graduate village officials, the village(community) environment and the policy are three key factors affecting the implementation of policies. In addition, this paper also proposed some constructive thoughts on the effectiveness of policy implementation, namely that we should be rationally view "benefits", "identity", "springboard" and "reciprocity", college-graduate village officials should actively integrate into the environment and rationally plan their career path, government should arrange scientific policy, and the grassroots governments, organizations and people should accept the village officials’ team and try to booster their development. Only in this way that can we live up to the original intention of the policy, to achieve effective implementation of the Student Village policy, and to promote the rapid development of China’s grassroots undertakings.
