Study On Deviations Of College-graduate Village Officials Policy Implementation

Since the 17th National Congress of the CPC,the Party Central Committee and the Central Government have made a major strategic policy of college-graduate village officials to not only prepare the backbone and reserve talents for the new rural construction and the building of the grassroots cadres,but also energize the promotion of rural reform and development under the New Normal and the building of a solid foundation for the Party in rural areas with fresh blood,and provide talent support and organizational guarantee for building a new socialist countryside and a moderately prosperous society in all aspects.However,there are some deviations in the implementation of the said policy,which leads to the bias between the policy effect and the policy goal.From the perspective of public policy,this paper takes the Game Theory as the theory basis to analyze the main factors that affect the deviations of policy implementation of college-graduate village officials through interviews and relevant cases,and puts forward resolutions thereof.Through the in-depth investigation,the author finds that such factors as policy and decision makers,policy enforcement agencies and policy practitioners,policy targets,policy resources,policy environment etc are linked with the deviations of the said policy implementation and the policy itself.Due to the lack of policy science and stability,the incongruence between the long-term and short-term objectives of the policy,the absence of research among policy and decision makers,and the enforcement gambling among the policy enforcement agencies and practitioners,the low level of policy understanding,political consciousness and professional ethics of executors,the resistance of policy targets arising from policy targets' ideological and political consciousness,interest orientation,inherent belief and so on,the lack of human,financial,material,information,authority or institutional resources,the absence of a better political environment,the policy implementation yields deviations resulting in policy's failure to work.As per measures to handle the deviations in the said policy,this paper suggests that on the one hand,the Party Central Committee,the State Council and other policy-making bodies,as well as the relevant government enforcement agencies,should improve legal protection,preliminary investigation,policy propaganda,recruitment selection,financial support,treatment security and orderly flow;and on the other hand,college graduates and college-graduate village officials should correct their attitude,firm their faith,improve their quality to ensure effective policy enforcement and contribute to the building a new socialist countryside and a moderately prosperous society in all aspects.
