Research On The Development Countermeasure Of Shared Bicycle Based On Public Management

The shared bicycle experienced the development of spurt development,tripods,"Hundred Flowers" and reshuffle,and solved the problem of "last mile of travel",but the problems of traffic management,deposit supervision,parking management,maintenance and maintenance management of shared bicycles have been Hard to solve.This study studies the problems arising from the sharing of bicycle management from three levels:national government agencies,shared bicycle operators and shared bicycle users,analyzes the causes,proposes countermeasures,and promotes the standardized development of shared bicycles.In the analysis of the status quo of the development of shared bicycle standardization,the questionnaire on the status quo of standardized development of shared bicycles was formulated.The questionnaires were based on the basic situation of the respondents,the policy formulation and management of the national public administration agencies,and the internal control of the shared bicycle operating enterprises.All citizens use or participate in management and other aspects of design,to share bicycle users as survey objects,collect relevant information.At the same time,from the three levels of national public management agencies,shared bicycle operating companies and shared bicycle users,the hardware facilities,software security and other dimensions of individual interviews with national public management agencies,shared bicycle operators and shared bicycle users.Through investigation,it is found that there are three problems in the development of shared bicycle standardization:from the perspective of government agencies,the development of standardized bicycle sharing,the existence of national policy system and the construction of supporting facilities need to be improved;from the analysis of shared bicycle operating enterprises,sharing bicycle internal control and operation management There are defects;analysis from shared bicycle users,shared bicycle use and lack of management and maintenance.The reasons are mainly two factors:subjective and objective.The former is embodied in the lack of awareness of the conscious management of shared bicycle users,the atmosphere of citizens' participation in management and the lack of environment.The latter is embodied in urban planning.It does not take into account this new thing and the advantages of sharing bicycles to attract users.Aiming at the problem,based on the perspective of public management,the joint management model of "National Public Management Organization + Shared Bicycle Operation Enterprise + All Citizens" was constructed to promote the development of shared bicycle standardization and propose countermeasures:First,for the current national public administration institutions The shortcomings in the construction and management of the shared bicycle system are based on the basic concepts and concepts of public management and quasi-public products.The national public administration institutions must constantly improve the legal and regulatory systems,and need to strengthen the standardized development of shared bicycles from the software level and the hardware level.At the software level,in view of the existing problems,we must focus on perfecting the relevant administrative machine-related dynamic management mechanism and improving the shared bicycle credit management system.At the hardware level,we must strengthen the shared bicycle lane system for the existing problems.Start with planning.Secondly,in view of the dilemma of internal control and operation management of shared bicycle companies,based on public management and new public management points,strengthen the management of shared bicycle operating enterprises,start with internal control management and operation supporting mechanism construction,improve measures and promote sharing.Bicycle operation management is scientific.Thirdly,in view of the problem of lack of use and management of shared bicycle users,based on the basic idea of public management,the self-discipline of shared bicycle users and the participation management of all citizens are strengthened.
