Path Research On County-level Civil Administration Of Shijiazhuang Province To "Improving Energy And Increasing Efficiency" From The Perspective Of The Systematic Contingency Organization Theory

The report of the 19th CPC(COMMUNIST PARTY OF CHINA)National Congress adheres to the goal of deepening the reform of the administrative system,that is,building a service-oriented government satisfactory to the people.At the Third Plenary Session of the 19th Central Committee of the CPC,the Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and State Institutions,which was deliberated and passed,pointed out that "to improve the government's efficiency in an all-round way and to build a service-oriented government satisfactory to the people.It can be seen from this that "improving energy and increasing efficiency" of the administrative organs is the starting point and the foothold of the administrative system reform,is the inevitable requirement of building a public service-oriented government.As an important functional department of the government,in the process of deepening the reform in an all-round way,how to "improving energy and increasing efficiency" is an inevitable realistic problem.From the existing literature,the current domestic and foreign academic research on the "improving energy and increasing efficiency" of civil administration mainly focuses on the external administrative and social,administrative and civil relations,such as the "value orientation of administrative efficiency","performance evaluation system" and other macro-level;There are few concerns at the micro level such as the internal administrative relationship of Civil Administration----"internal specific construction" and "functioning of civil affairs".Civil affairs should not only modernize the level of civil affairs,but also modernize the construction of civil affairs.In this paper,the county-level civil administration in Zhejiang Province is selected as the research object,and the internal administrative relationship in the efficiency of civil administration is discussed within the framework of the theory of the systematic contingency organization."Provincial Civil Administration"pays attention to the planning,management,guidance,supervision and training of civil affairs,while "County-level Civil Administration" is directly facing the grass-roots people,responsible for various social administrative affairs and services,with a strong diversity,sociality and mass.At the same time,the theory of the systematic contingency organization is a new methodology in the contemporary organizational management theory,which can provide a good analytical framework for the reform of county-level civil administration departments.It is of particularity and universal applicability to analyze the ways and means of"improving energy and increasing efficiency "of county-level civil administration in Zhejiang Province from the internal administrative relationship in the administrative efficiency of county-level civil administration organs,which can provide a "sample" for the construction of county-level civil administration in China to a certain extent,and promote the construction of "administrative efficiency" of county-level civil administration in China more quickly.Specifically speaking,first of all,starting from the realistic background of the county-level civil administration in Zhejiang Province,this paper constructs the index system of "basic work","internal management" and "satisfaction evaluation" based on the theory of the systematic contingency organization,and then uses empirical questionnaire survey,combined with seminars,case interviews and literature research,analysis of the development status of the county-level civil administration in Zhejiang Province,found that the county-level civil administration in Zhejiang Province has achieved full coverage of the administrative system reform practice,not only clear understanding and highlight the local characteristics.Secondly,from the basic point of view of the theory of the systematic contingency organization,this paper discusses the three practical dilemmas in the reform of the county-level civil administration in Zhejiang Province,including the interaction between the county-level civil administration and the environment,the internal construction and the informatization construction,and puts forward new ideas for the future development.Firstly,The top-down government transformation leads to the powers and responsibilities,roles,and policies of the county-level civil administration.The county-level civil administration should adapt to the new role of the "small government" as soon as possible to accelerate the transformation of functions.Second,county-level civil.administration's "rights" are constantly expanding but "Reforms" such as financial power and personnel rights have lagged behind,such as imbalances in staffing,low professionalism of cadres,and the use of "mixed",and innovative resource allocation mechanisms should be used to improve job performance.Third,county-level civil administration agencies Information technology restrictions bring about the problem of information islands such as low level of information system coordination and poor information exchange.We should pay attention to the construction foundation of the information system of "county-level"civil administration and gradually promote the construction of"provincial" civil administration information system and improve the overall e-government of county-level civil administration.
