Research On The Current Situation Of E-Govemment In Q County Of Zhejiang Province

In recent years,with the great attention of the Party Central Committee and the State Council,the transformation of government functions is also accelerating.At the Third Plenary Session of the Eighteenth Central Committee of the CPC,it was proposed that the functions of the government should be effectively transformed,the reform of the administrative system should be deepened,the ways of administrative management should be innovated and the service-oriented government should be built.However,in the background of the high-speed development of information technology,E-government Based on the Internet is profoundly changing the government's governance and management mode and service mode.The government is changing from unilateral management to two-way interaction,from offline services to online and offline integrated services,from simple government supervision to a system that pays more attention to social co-governance.Under the background of the new normal economic development,it has become the consensus of our country's current strategic choice to use the "Internet+" thinking to construct e-government,promote the transformation and upgrading of China's economic development,and promote the deep integration of e-government based on the Internet and government management and governance.E-government is the pillar of national information system construction.With the great attention of governments at all levels,E-government has developed vigorously.It has innovated the government's working mode of benefiting the people and facilitating the people,optimized the allocation of administrative resources and improved the efficiency of administrative work.Zhejiang Province is the pioneer province of "Internet + government service" and also the pilot province.Therefore,the level of e-government development in cities and counties determines whether the pilot work is carried out smoothly or not.The construction of county-level government e-government is closely related to the root interests of the vast majority of grass-roots people,and the improvement and optimization of the "Internet +government services" system can not be separated from feedback from the actual operation process of grass-roots government.This paper studies the construction of E-government in Q county,puts forward the problems existing in E-government construction,analyses the causes of the problems,and puts forward the strategies to improve the development and reform of E-government in County government,so as to improve the development level of E-government in county government andpromote the transformation of county-level government functions and modernize the governance capacity in China.The development of E-government in Q county has been following the steps of provincial Party Committee and provincial government,implementing the requirements of provincial and municipal level,and steadily promoting the construction of E-government at County level.Q County has actively built a government network,built a professional computer room,built a portal site,and constantly improve the construction of the portal site,standardize the disclosure of government information according to law.According to the standard and norm of provincial government affairs cloud construction,Q county actively cooperates with the construction of government affairs cloud infrastructure platform,actively docks with superior departments,constructs county-level online government affairs service hall,deeply Promotes the Reform of "Running at Most once".Q County vigorously promotes the construction of "four platforms" for grassroots governance,completes the construction of online service stations of 19 Township(street)convenience service centers,and comprehensively realizes the full coverage of township-level online service stations.Q County also innovates the use of Wechat Pre-examination,promotes the mass approval to run Zero times,makes full use of wise government affairs,and realizes the "multi-certificate integration" of commercial registration.Although the construction of E-government in Q County has made some achievements,there is still a certain gap from the level of E-government construction in developed areas.Based on the basic theoretical knowledge of new public management theory,organizational process reengineering and new public service theory,through literature retrieval,comparative research,questionnaire survey and field visits,this paper finds out the problems existing in the development of E-government in Q County,analyses the reasons and puts forward corresponding reform strategies.Q County has a general lack of infrastructure and system construction in the development of e-government;government staff do not have the concept of service-oriented government and have a shallow understanding of e-government;e-government construction is weak,and team building needs to be strengthened.Due to the lack of publicity by the government,the awareness rate of the public and enterprises on the application of e-government is low,and the utilization rate of government services is not high.The causes of these problems include the prominentphenomenon of "digital divide";imperfect management system and unreasonable institutional settings;the lack of a thorough change in government management concepts;weak awareness of public participation and low experience;lack of complex talents and low utilization of government information sharing.Therefore,this paper argues that we should strengthen organizational leadership,establish a "first-hand" responsibility system,improve the service awareness of government staff,improve the evaluation and supervision system of e-government,improve the electronic supervision system of administrative examination and approval,strengthen infrastructure construction,derive services to villages,strengthen the training of information-based talents.The government should integrate the network of various departments to realize data sharing and strengthen publicity and education to the public.These reform strategies should be used to promote and enhance the development of E-government in Q County.The construction of e-government is a long-term and continuous process,which can not be accomplished overnight.We need to step by step.We should persist in taking people's service as the starting point and the foothold of e-government construction.We should constantly find problems and solve them in the process of construction,and constantly improve the level of e-government construction.In this way,we will deepen the reform of simplified administration and decentralization,combine decentralization with management,optimize service reform,and inject new vitality into the traditional administration and service mode of our country.
