Resistance Analysis And Path Selection For Informatization Implementation Of Food Safety Supervision In The Grassroots

With the continuous deepening of big data application and popularization of egovernment in government departments,it has become a development trend to make better use of modern information technology to improve government work efficiency.Food safety is still the focus of people's livelihood,not only related to the lives and health and safety of the people,but also related to social harmony and stability.In the <Report on the Work of the Government>,Premier of the State Council Li Keqiang says “Food and drug safety is still a public dissatisfaction”,“We strengthened oversight over food and drug safety”.General secretary Xi Jinping also issued a directive to "crack down on food safety crimes and ensure that the people have access to safe and reliable agricultural products" during the deliberation of a delegation from Henan province.The food industry has many links and covers a long range and supply chain.The forms are multifarious and the number of business entities is huge,therefore,the food supervision work is difficult and costs a lot and the abilities of risk prevention and control and trace are still immature.Traditional forms of food regulators cannot keep up with the development in food industry.Based on this background,this paper takes the current situation of informatization construction and application of food supervision in Hebi city as an example,and demonstrates and analyzes the implementation resistance existing in the practical application of grassroots food informatization supervision methods by means of literature research,field investigation and comparative analysis.This article combed the food of the status quo of information supervision and analyzes the problems which are existing in the Information construction of food supervision and the application of food informatization supervision methods.The article concludes with suggestions which are including integrating the current information regulatory resources effectively by using the power of reform and Improving the application ability of personal informatization supervision.At last,this paper puts forward the method of using target management to improve the application efficiency of Hebi food and drug informatization supervision platform.This paper consists of five parts: the first part describes the research background and research methods.The second part focuses on the development process and current situation of food safety supervision informatization in China.The third part analyzes the information construction and application of food safety supervision in Hebi city.The fourth part analyzes the resistance to the implementation of informatization of grassroots food safety supervision.The fifth part puts forward some suggestions which promote the informatization supervision of food at the grass-roots level form the integration of resources,breaking through traditional thinking,rational using of management by objectives.
