From "Guilty Yes,Impeachment No" To "Guilty No,Impeachment Yes"

There are two explanations for the presidential impeachment of the United States:the constitutional Law impeachment and the "Popular Law" Impeachment.The US Constitution has quite clear regulations on the presidential impeachment.However,in the operation of the bipartisan politics,the presidential impeachment will actually degenerate into political struggle and political trial.Such political struggles and political trials require an overwhelming public opinion base.When reviewing the polls when Nixon and Clinton confronting impeachment,studies found that voters maintained considerable cautiousness and restraint on the issue of presidential impeachment.Both major political storms showed the"guilty yes,impeachment no" attitude.1998 ANES data shows that in the Clinton impeachment case,there are four main factors affecting the public's attitude toward impeaching the president:the nature of the impeachment incident,the ideology or partisan preference,the feelings about the current economic situation,and the recognition of the means to impeachment from opposition party.However,after Trump took office,the public attitudes toward impeaching the president gradually changed.After analyzing the 2018 ANES election survey data,this paper believes that the 2018 American public has shown bold and differentiated attitudes on this issue compared to the conservative attitudes of the public in the Clinton impeachment case.The original public attitudes of "guilty yes,impeachment no" turned to "guilty no,impeachment yes".Further,this paper uses the 2018 ANES data to find out that in addition to the existing factors,the factors affecting the public impeachment of the president are:Mueller's Investigation and some controversial policies implemented by Trump administration.Although the Mueller's investigation has already cleared Trump,the public attitude "guilty no,impeachment yes" suggests this maverick president is tearing the United States.
