Welfare Supplies On The Orphans And Disabled Children In The Perspective Of Welfare Pluralism

About8,170,000disabled children in China,accounted for two percent of thetotal number of children.In all the570,000orphans in our country,only104,000ofthem live in state-owned welfare agencies.The almost470,000others, adopted bytheir relatives, or live in the orphanages builded by charities. By the analysis of thedevelopment of the child welfare system in China,it can be concluded that our statechildren welfare system is Directional child welfare system model.In thiscase,although the total number of the children who benefited grows,the populationtype is fixed.That is,only the orphans and disabled children can be benefited.Analyzing throughout the laws and policies and management of our childwelfare system,we can know the statue of state child welfare today in China.For along time,our state welfare of orphans and disabled children can’t meet the need.Fullsubsidy been given to the state-owned orphanages, however,the orphanages foundedby private organizations,couldn’t get any help from the government.It exposed manyproblems the model that state owned orphanage.First,the state-funded model pressuregovernment finance,hindering the expanding of orphanage.And,the children live inthe orphanage long-term,lacks of the relationship with the outside world.Then,because of the rising number of abandoned babies,and the restrictedresource,the existing orphanage can’meet the need.Most of the children who were abandoned because of their congenitaldisease.However,these children with congenital disease were rejected from thestate-owned welfare organizations.Some of them were adopted by civil charity,somewere adopted by people with love.So,it is essential the joint participation of civilcharity,caring people,and international charity to practice the child welfaresystem,and the diversification of our state child welfare system.Compared with themodel that the government’s fully subsidy,the joint participation can not only reducethe stress of government,also benefit the state child welfare system.Starting lately,Chinese child welfare should learn foreign experience.Westernchild welfare system had experienced four modes,social assistance model, education-oriented model, social protection model and social participationmodel.Parental allowance in Sweden,family upbringing in Japan,independence andfreedom in American,all these provided prior experience.According to the conditionsof China,social participation model fit China more.Social participation model canachieve the goal that the diversification of welfare object,source offunds,management,and participating subjects.And,finally,the improvement of Chinesechild welfare system.
