First of all, this paper probes the definitions and properties of both resource and human resource. Then it detailed analyzes the origin and development of western management theories of human resource. Thus the successful experiences of western enterprises, especially that of private sectors can be revealed. Regarding the success of private sectors, it is important for public ones to learn from them, so this paper explains this necessity as well as the theoretical basis for public sectors using the success of private ones for reference.Also by analyzing how western public sectors successfully manage their human resource, this paper shows how this success can guide us. Under the social economic influence of different periods, the origination, growing and development of traditional personnel management in the public sectors in china is accompanied with many defects, such as lower level in the qualities of the officials, inadequate effects of competition mechanism, etc. This paper puts forward detailed measures to solve them: first macroscopically, to reform the existing management system of public sectors; sector, with a microcosmic view ,public sectors should reform its notion of personnel management, managerial principles.
