Research On The Dilemma And Way Out Of Community Governance

Since the 18th National Congress of the Communist Party of China,the grass-roots social governance system of our country has been improving.The 19th National Congress of the Communist Party of China has put forward new requirements for social governance of "building a pattern of social governance of co-construction,co-governance and sharing".Community governance is an important part of grass-roots social governance.It is related to residents' living and work,the foundation of the ruling party and government,and the long-term stability of society Community governance is also a realistic problem that public management needs to respond to.At present,there are always dilemmas in the practice of community governance at the grass-roots level:theoretically speaking,community autonomy is the direction,but it is usually difficult to achieve.The reasons include the weak awareness of residents'autonomy,the inadequate development of multiple subjects,the unscientific integration of resources,etc.If the government intervenes,it will bring about the problem of community governance tending to be administrative.In the long run,it will damage the people's autonomyFrom the perspective of the above theoretical framework,this paper makes a case study of community governance reform in J County,Jiangsu Province.Research shows that in the initial stage before the implementation of community governance reform,although there are less administrative intervention and relatively low administrative costs,there are problems such as unclear inter-departmental functions,chaotic property market,poor contradiction resolution mechanism,and insufficient autonomy of residents.After the implementation of the reform,a comprehensive management office of urban residential quarters in J County was established.Through administrative intervention,the problems of multi-door politics,passive management,decentralized resources and single subject have been solved,but these problems also bring about administrative dislocation,unstable working teams,lack of market vitality and insufficient participation of residents in self-government.This paper uses the theory of holistic governance,bureaucracy,limited government and collective action to analyze and study the reasons for the plight of community governance,and to provide research suggestions for solving the plight of community governance and exploring th e way out.In order to solve the predicament of community governance in J county,we need to explore a balanced mechanism that combines residents' autonomy with administrative intervention.Through taking specific measures,we can start residents'autonomy with administrative intervention,and constantly promote the positive interaction between them.Based on this,this paper puts forward some concrete countermeasures and suggestions,such as constructing the overall governance pattern,optimizing the working mechanism,rebuilding the main responsibility of residents,and innovating the community autonomy system.
