Research On The Reform Of Administrative Approval System Based On 'Internet + Government Service'

The hope of the people,the direction of the administration.The central government has continued to promote the reform of'Decentralization,Supervision and Service'.The essence of the reform is the government through the self-revolution,improve the governance system,and modernize the governance capacity.Thereby inspiring social creativity and market vitality,and improving and upgrading the business environment of the real economy.Deepening the reform of 'Decentralization,Supervision and Service' reform must strengthen means on a larger scale and at a deeper level to innovate and promote efficiency change.The essence of the 'No-Meeting Approval'reform is to use the big data and mobile Internet technology to explore deep innovation in public service,which effectively alleviating the contradiction between the rapid expansion of public service demand and the relative lag of offline service capability improvement.It is the integrated innovation of'Internet?government service',and is the innovative practice of'Decentralization,Supervision and Service' reform.At present,the 'No-Meeting Approval' reform has become a common institutional arrangement in Jiangsu Province.Qixia District of Nanjing is based on the successful practice of networking and general government reform.The government used"Internet+"to achieve a second leap.It took the lead in the province's independent development and'No-Meeting Approval' system.In April 2017,it successfully handled the country's first 'No-Meeting Approval' business license,from application to the print,the whole process is completed in 20 minutes.In March 2018,the 2.0 version of'No-Meeting Approval' was officially launched,applying for a new"five-in-one"model,realizing the streamlining of the approval process,re-compressing the application materials,accelerating the time limit.At present,the'No-Meeting Approval'version 3.0,which is being fully created,will realize one-click service,and the whole process will be handled,so that the 'Qixia sample' will continue to lead.In order to promote the reform more deeply,it is necessary to further profoundly grasp its essential connotation and precise essence,and lay the foundation for promoting the long-term reform of the'Decentralization,Supervision and Service' reform.Based on the study of administrative approval reform in broad and abroad,this paper sorts out the reform background of f'No-Meeting Approval' reform in Qixia District of Nanjing,and analyzes the case.”The dilemma of the'No-Meeting Approval' model created by the administrative approval and finally the system proposes to improve the 'No-Meeting Approval' model.
