Research On Policy Tools In Industrial Transformation And Upgrading Of Baiyun District In Guiyang City

Baiyun District of Guiyang City is a “traditional old industrial area”.It is also an important aluminum industry base at the national level and new industrialization base in Guizhou Province.It has gathered state-owned large and medium-sized enterprises such as China Aluminum Guizhou Branch,Guizhou Aluminum Plant,and CSR Guiyang Vehicle Factory.However,since 2012,due to the continuous low price of products and the rise of electricity prices,the aluminum industry has suffered serious losses.Since 2015,the Guizhou Aluminum Plant within the Baiyun District has been phased out.The aluminum industry and industry in Baiyun District are facing a severe situation.The rapid transfer of old industries and the slow upgrading of new industries have seriously affected the industrial development and fiscal revenue of Baiyun District.It restricts the sustainable development of Baiyun District.Industrial transformation and upgrading is a common problem that governments at all levels need to face.The central,provincial,municipal,and district levels have introduced a series of policies to promote their development,but the economic factors such as location factors,resources and environment,and industrial foundations are The implementation has greatinfluence,and adopts effective policy tools to promote policy implementation,which has a great amplification effect on industrial transformation and upgrading.It will help policy landing,improve policy effectiveness,increase transformation efficiency,avoid policy mistakes,reduce resource waste,reduce decision-making risks,and make transformation and upgrading gain early results.Therefore,in the process of industrial transformation and upgrading in Baiyun District,how to choose more optimized policy tools has important practical significance.Firstly,this paper summarizes the current research status of industrial transformation and upgrading and policy tools at home and abroad through the literature research method,and states the concepts and related theories that need to be used in the research process of new public management theory and policy tool theory.Then through the case analysis method and the analytic hierarchy process,the selection and application effects of the industrial transformation and upgrading policy tools in the Baiyun District of Guiyang City from 2015 to 2017 will be summarized,the existing problems will be analyzed,and the use effect will be verified.On the basis of this,combined with the specific practice of Baiyun District of Guiyang City,it puts forward the establishment of a unified industrial transformation and upgrading work organization,further optimization of industrial planning,focusing on the role of industry associations,precise selection of mixed policy tools,introductionof business management technology,and exploration and use.Targeted and operational countermeasures such as market-oriented tools and talent training as important tasks.The conclusions that I hope to form can provide a useful reference for industrial transformation and upgrading in other parts of the country.
