Study On The Grass Roots Party Buliding In Rural Governance From The Perspective Of Legitimacy

Political legitimacy is an important issue that should be solved at any time when the party is in power.The grass-root party organization,as the party's fighting fortress and basic power,is especially important.In the new situation,how to optimize the construction of grass-root party organization in rural governance,and enhance the legitimacy of the party organizations at the basic level,is of great importance and urgency.Based on the background of the development of China's rural grass-root party construction system,this paper investigates the practice of grass-root party construction in Daoxu county,Shangyu district,and devotes to the improvement and innovation for the existing problems in the grass-root party construction.With case study,participative observation and profound interview,in accordance with the logics of phenomenon-mechanics-countermeasure,the paper analyzes the main operation mode of the grass-root party construction in Daoxu County,discusses the positive role and the realistic plight of the improvement of political legitimacy in terms of the forward and reverse mechanism,and proposes some suggestions on the improvement of political legitimacy:enhance the party members' awareness;establish sound mechanisms in selection,supervision,stimulation and training;reinforce the team construction,foster excellent leaders;and vitalize the party construction with the effective communication between the party and the grass-root based on modernized carrier.
