Research On The Legitimacy Construction Of Rural Social Organization Participating In The Rural Governance

After the reform and opening up,China's rural areas formed a "township politics and village governance" governance pattern.However,the "excessive administration" of village committees made the "village governance" ineffective.To fully promote the participation of rural social organizations in rural governance could achieve effective governance.Under the background of the increasingly serious problem of rural population aging in China,strengthening the construction of grassroots elderly associations is an important entry point to promote the development of rural social organizations.Taking N village elderly association as an example,the process of the development and participation of N village elderly association can be roughly divided into four stages.In the first stage,the old elites retired to the villages,sought the support of the village cadres and join the working group under the village committee to obtain the administrative legitimacy.In the second stage,the elderly association was established,and the approval of the administrative authority ensured that it could carry out a wide range of village activities.The association actively carries out activities,participates in the village public affairs management,seeks social resources for the development of the village,and successfully acquired social legitimacy.In the third stage,the association,which has a certain influence in the village,successfully registered and obtained legal legitimacy.After that,the association actively interacted with the village committee,deeply participated in the village governance,and provided administrative services and decision-making support for the village committee.In the fourth stage,due to the insufficient understanding of grassroots cadres on the full political legitimacy of the rural social organizations,which fails to help the association effectively solve the crisis of lack of leaders,the association is facing a bottleneck,in the process of expansion.Rural social organizations can effectively participate in rural governance and play an important role in building a community-level governance system of co-construction,co-governance and sharing.From the perspective of the legitimacy construction and governance process of N village elderly association,it is the key for rural social organizations to play an effective role in rural governance to construct multiple legitimacy.Rural social organizations can construct multiple legitimacy through the following paths:to construct the administrative legitimacy and get the opportunity to participate in the village affairs;Then through own performance to construct and expand social legitimacy;To registration and obtain legal legitimacy after Having certain influence.The construction of compound legitimacy in rural social organizations is conducive to ensuring their own living environment and development space,and obtaining multiple resources for their participation in rural governance.In the process of development,rural social organizations cannot do without the support of grassroots cadres.Therefore,it is necessary to maintain grassroots cadres' high-level understanding of "political correctness" of rural social organizations and ensure that organizations have sufficient political legitimacy at grassroots cadres' level.
