Research On The Problems And Countermeasures Of Rural Governance Leading By Grassroots Party Building

The Regulations of Rural Areas Organizations of the Party specially demonstrates the content of the organizations in rural governance,and clearly shows that in the New Period the Party Organizations are definitely inevitable significant leading roles of rural governance.However,in rural governance,the practical problems at the grassroots level in rural areas are often specific,complicated and changeable.And grassroots party organizations’ problems such as lacking of organizational power and insufficient leadership are also obstruct the performance of their functions and thus which in turn affect the effectiveness of rural governance.Therefore,it is of prominent realistic importance to investigate how to make full use of social resources under the leadership of the Party Organization,how to guide rural governance with Party itself development,and how to encourage all the people and other social institutions to actively contribute to public village affairs,so that they can enhance the effectiveness of rural governance and promote Rural Area Vitalization.Using the concept of "meta-governance" and the social governance theory of our Party as the theoretical support for the study.,this research choose County Y in Anhui Province as the sphere of study.Through the field survey of some countryside townships and villages in Y County,it is known that the following are issues and problems existing in the process of Party organizations construction to lead the governance of rural areas in Y County: The structure of the party team members is to be optimised,and their exemplary role is not prominent;the implementation of village systems is not perfect,with policies are not in place enough;the personnel team guarantee is not comprehensive,which affects the enthusiasm of party members and cadres;the service level is unbalanced,and the effectiveness of governance needs to be improved;the linkage of party building is not deep,and the participation of multiple subjects is not active.The causes of the problems are also analyzed in four dimensions: The effectiveness of supervision from above is not obvious,and there is a lack of political leadership;resources are not sufficiently sunk,and the supply of services is uneven;villagers are backward in their thinking and lack the awareness of participation in governance;village collectivity is gradually disintegrating,and village governance is characterised by fragmentation.According to the specific situation and the problems and causes of Y County,the measures and suggestions for the enhancement of grassroots party establishment to spearhead rural governance are proposed as follow:optimize the structure of party members and strengthen the leadership of grassroots organizations;promote legal governance and enhance institutional leadership;improve the guarantee mechanism and perfect talent leadership;improve governance capacity and achieve service leadership;and establish a party building-led,downward and upward linkage of multiple subjects to participate in rural Governance mechanism.So that the leading role of grassroots organizations can be fully utilised,thereby enhancing the efficiency of rural governance and promoting the development of rural areas in Y County.
