Research On Anhui Provincial Government's Online Interactive Politics

With the consciousness of citizen's democratic rights is growing and the rapid development and popularization of Internet and information technology,more and more citizens express their interests through network.Due to the pressure of Internet consensus and the challenge of informatization which forces the government pays more and more attention to respond to network public opinion and to apply the net,online interactive politics(OIP)is just born at the right time.As the new channel of interaction between government and public,OIP plays a role of which is called"intimate friends of the bridge".On the one hand,the direction of citizens to government can exercise citizens' right to know,to participate,to express and to supervise in accordance with law through reflecting the problems,consulting for help,making recommendations to the government,complaining and reporting and so on.On the other hand,the direction of government to citizens can help government to understand the conditions of the people and realize scientific and democratic decision-making when government formulate and implement the social governance for public interest.In the new period,OIP has become the new path to realize the mass line of the party and government,and it also becomes the new trend for citizens to participate in the administration and discussion of state afairs which is advantageous to the transformation of the party and the government's ruling idea,and it also has a great significance in promoting the development of China's democratic politics and realizing national modernization target management system and management ability.Anhui province took OIP into the government work report On January 25,2010,the government took the leading role in recognizing OIP and its effect in the interaction between government and public across the country.At the same time,the leadership in Anhui province are also actively involved in People's Daily "the local government led message board",and established the platform of province-wide OIP network which called zhongan online "online ask politics".Besides,all levels of government in Anhui province make a preliminary exploration to the relative OIP system.But OIP of Anhui province does not form a long-term mechanism in the development process.There are lots of problems such as multi-line operation of each OIP platform and low rate of interview and response to the interactive problems and so on.OIP becomes a mere formality.In this paper,I take Anhui provincial OIP as the research object.First of all,I would elaborate the article's research significance and value and make a necessary instruction about the research methods,content,main idea and the innovation points through the research of the time background of OIP and the related literature at home and abroad.Secondly,I define the related concepts of OIP and analyze the rationality and necessity of OIP according to the theory of participatory democracy and the new public service theory,and use governance theory to analyze OIP in social governance innovation and application,and demonstrate the possibility and approach of the institution of OIP.Besides,I raise a proposal that "platform construction and management is the core,the government attention and action is the key,citizen orderly participation is a fundamental" which is the paper's inherent logic.Thirdly,I comb the development and achievement of OIP and analysis the problems and reasons during its development based on the analysis framework.Finally,combining with the relative experience of the development of Guangdong and Chongqing's OIP,I will design an institutional development model of OIP from the aspects of the platform construction,the direction of government to citizen,citizen participation and institutional system which is leaded by the government to achieve the institutional development of OIP in Anhui province.
