New Challenges And Countermeasures After The Expansion Of Shanghai Cooperation Organization

The 2017 Astana Summit identified the identity of the official members of India and Pakistan.The expansion of the SCO does not mean an absolute increase in international influence.The main reason is that the cohesiveness of member states is not enough to support the in-depth cooperation of the largest regional international organization in the world today.After the expansion,the SCO's issues increased,the scope of exchanges expanded,and the differences increased.The issue of territorial disputes between China,India and India has become a new challenge after the expansion of the SCO.Although India and Pakistan signed a series of treaties to join the SCO and promised not to bring disputes to the SCO,the Sino-Indian,Indo-Pakistan territorial disputes are difficult to resolve in the short term.The new challenge of the territorial dispute between China and India and India and Pakistan will have a certain negative impact on the stability and stability of the Shanghai Cooperation Organization.Reasons In addition to the factors of the above-mentioned new challenges,there are also factors that the Shanghai Cooperation Organization should not be perfected in response to traditional security issues such as territorial disputes between member states.The differences between the new member states and the new and old members caused by the new challenges will have an impact on many areas of cooperation of the Shanghai Cooperation Organization.Since the establishment of the Shanghai Cooperation,the key areas of cooperation have been non-traditional security areas,and certain agreements have been reached in the economic and energy fields.These areas of cooperation will be hindered when the Shanghai Cooperation Organization cannot block differences between member states.The Shanghai Cooperation Organization has already had certain conflict prevention mechanisms in its operation,which can be further developed and improved.The development of the SCO is a consensus that member states follow the "Shanghai spirit" and develop under the guidance of the basic principles of consensus and non-interference in internal affairs.The Shanghai Cooperation Organization fully respects the subjective status and equal relations of member states.The "Shanghai Spirit" is a consensus reached by the SCO member states in cooperation,and it is also the bottom line for meeting the differences among member states.Second,the Shanghai Cooperation Organization was formed during the process of resolving territorial disputes and increasing mutual trust among member states.Although the Shanghai Cooperation Organization after the expansion has difficulty in resolving the Sino-Indian and Indo-Pakistan territorial disputes in the short term,it can build a communication platform for resolving differences between member states.Finally,the development of the Shanghai Cooperation Organization is shorter than that of international organizations such as ASEAN and the OSCE.In the course of the operation of ASEAN and the OSCE,there are also differences in territorial disputes among member states,and the experience of two international organizations in conflict prevention.Including the system construction and the "ASEAN way" are worth learning from the SCO.Based on the discussion of the above issues,the research ideas of this paper are:First of all,it analyzes the new challenges faced by the SCO after the expansion of the SCO,that is,the Sino-Indian,India-Pakistan territorial disputes are difficult to resolve and the SCO's own mechanism is not perfect;Secondly,it discusses the impact of the new challenges on the SCO: the key cooperation areas of the SCO are non-traditional security,economic and energy cooperation and the impact of the SCO operating mechanism;Finally,I propose the Shanghai Cooperation Organization's response to the new challenges: to play the leading role of the "Shanghai Spirit",improve the construction of the Shanghai Cooperation Organization system,absorb the experience of the "Shanghai Five" period,and learn from the experience of ASEAN and the OSCE.
