How to effectively manage the unpaid wages of enterprises is a major problem of social harmony and stability.China's urban and rural household registration system differences,traditional enterprise labor market supply,local governments at all levels for some illegal operation of molecules or poorly run enterprise daily regulation does not reach the designated position,plus some of the workers' legal consciousness,ego to protect consciousness is not strong,lead to the worker vital interests have not been able to get timely maintenance.The collective petitions and mass incidents caused by labor disputes seriously affect the stability of labor relations and social harmony.How to solve the problem of wage arrears according to law is the inevitable demand of constructing modern harmonious society.Based on the theory of game view and cooperative governance,this paper studies the underpaid enterprise in jinjiang city as the research object and analyzes its causes.On the basis of this study,the optimal countermeasures to solve the problem of enterprises' unpaid wages are put forward:1.Establish a new concept of government cooperation to manage enterprises' arrears of wages;2.Emphasize the participation function of the government from the perspectives of government governance innovation,strengthening publicity of law popularization and construction of legal system;3.Guide enterprises to improve the system and safeguard workers' rights and interests in various ways,and indeed solve the problem of enterprise's wages in the embryonic stage.
