To survey the capital of cultural, economic, and social shared by units’ employees or government employees in the actual operating conditions, the thesis pointing out as the reform of the personnel system—"government employees" does not achieve the desired results in the actual operation of which the deep reason comes from its unique field structure and operation logic field during its integration into the "authority".The structural of "organ" field in investigation is divided into four insurmountable "border" provided by the state personnel system, the actors’ position in the field is set by different boundary.In the organ, actors put themselves in different position through mobilize social capital, the based on which actors continue to mobilize social capital to further the direction of the development.Thus, in the survey of "authority" Field, "social capital" is not only the means that actors get "position", but also the maximum interest after gain an advantage "position". Then we can see which above is an infinitely progressive process. In the community, the "legitimacy" existence of organs and units is founded in the name of "public service" function. In specific organs "Field", the “public service”function is performed by the results, which actually completed in the cooperation between the powerful and the non-powerful, belong to the powerful. However, in the entire political power field, the organs and units in different "grades" is also play its special "public service" function based on "performance" through "co-operation". In this process of "cooperation", the powerful get the "interest" behind "performance" and the non-powerful employees only get the illusion "performance" which means nothing to themselves in the real life. The employees re-product their "interests" as well as the dominated relationship in the process of "cooperation" with the powerful. After the early shaping impact on the government employees that comes from the "authorities" field, employees of government has internalize the authority" field operation logic which is the "social capital Run" ways. After repeated practice, the employees’ habitus is the body within the internalization field structure,which form the mental structure to precept, think and behave that is built on the foundation of running social capital. Through the recognition to the "old employees" that have internalize the field logical, naturally, the government employees become completely "authority" and at the same time the "professional folk" belong to has been generated.
