According to the China Statistical Summary-2018 issued by the National Bureau of Statistics,by the end of 2017,females accounted for half of the 30.46 million rural poverty population.Among the female poverty groups,Hui women,affected by religious atmosphere and traditional customs,has a deeper poverty level and a more hidden poverty situation.Hui women are responsible for almost all domestics matters and child care,meanwhile they are the main labor force in family in terms of agricultural production.However,in terms of community affairs participation,the needs of Hui women,who are in a state of “soundless”,are neglected.It's a common phenomenon that Hui women lack of economic control rights.Most of Hui women get marred and pregnant at their young age,the high illiteracy rate and lack of medical treatment when they sick while suffer domestic violence.Hui women are at the bottom when the family members are allocation their resources such food or education opportunities.The current preferential poverty alleviation policy identifies poverty by households,which ignores the gender differences between men and women,and ignores the difference between genders within a family.These factors influence the benefit of women in poverty alleviation policies.This paper takes Hui women in D town of Gansu Province as the research object.By using field research method,and being based on Multidimensional Poverty Theory and Social System theory,we carried series of unstructured interviews with females,D town government/committees,and male villagers.The anti-poverty needs of Hui women and various stakeholders were collected.The study found that Hui males are dominant in community development needs,they prefer large infrastructure projects when applying for poverty alleviation resources,while Hui women are more concerned about family livelihood needs,family health care,and children's education.The gender blindness and insensitivity in China's poverty alleviation work made it difficult for Hui women's needs to be responded to,and it is difficult to achieve accurate poverty alleviation,thus to effectively alleviate women's poverty.To solve these problems,thefollowing can be done: First,systematically provide special protection for Hui women and girls,provide 12-year compulsory education for Hui girls,improve the education level of Hui women groups,and prevent birth injuries.Second,strengthen gender sensitivity and gender analysis in the process of formulating national poverty alleviation policies.Third,accurate poverty alleviation should have a monitoring and evaluation system suitable for local development according to different regions.Fourth,strengthen rural social workers professional trainings and talent development.
