Research On Rural Anti-poverty Problem In Hua County Of Henan Province

As one of the three major problems faced by human society,poverty has always been a key issue that various countries have focused on in social security.More than 90% of the poor in China are concentrated in rural areas,and the problem of rural poverty is particularly prominent.Since the reform and opening up,China's anti-poverty efforts have been continuously strengthened,and more than 700 million people have been lifted out of poverty.By the end of 2017,China's rural poor population still has 30.46 million,a huge number and a slowdown in the rate of poverty reduction.At the same time,with the advancement of the anti-poverty process and the changes in the economic and social environment,the poverty problem has also shown some new characteristics.The anti-poverty work is constantly facing new problems.The rural anti-poverty task in China is still arduous,especially in the face of the current China.At the critical moment of the decisive period of building a well-off society in an all-round way and the sprinting period of poverty alleviation,China's anti-poverty work must be implemented steadily,properly handle the relationship between anti-poverty speed and quality,and accelerate the realization of the current anti-poverty goal.Ensure the long-term stability of the anti-poverty effect,improve the social security mechanism,and achieve the benign operation of anti-poverty work.After being rated as a national poverty-stricken county in 2002,Hua County of Henan Province has been carrying out anti-poverty work with the help of the national poverty alleviation funds,and has addressed the rural poverty as the focus of the county's anti-poverty work.The rural anti-poverty problem in the county provides feasible suggestions for effectively changing the poverty situation of the poor groups and promoting the efficient operation of their anti-poverty work.Firstly,we can get a preliminary understanding of the progress of anti-poverty in rural areas of Hua County by consulting the work website of the Hua County.Secondly,through the questionnaire survey of the poor groups and the relevant staff,we can further understand the situation of the rural poor in the county and the implementation of the policies.Through the analysis of the status quo,it is found that the rural anti-poverty work in Hua County has achieved certain results,but also faces problems such as insufficient system linkage,short-term policy objectives,unreasonable fund allocation,unstable poverty alleviation effect,andinsufficient endogenous motivation of the poor.After the cause analysis,the author puts forward relevant suggestions for the promotion of anti-poverty in rural areas of Hua County.It points out that in the further advancement of rural anti-poverty work in Hua County,it is necessary to focus on the formulation of rescue standards;and to achieve anti-poverty by mobilizing the participation of social forces.Diversification of the main body;improving its asset-building capacity through improving financial poverty alleviation policies;mitigating its ability poverty through skill training,providing better job opportunities through optimizing industrial poverty alleviation projects,and ultimately helping poor groups achieve long-term stability and poverty alleviation.
