A Case Study On Wuzhong District Of Suzhou With Regard To The Problems And Countermeasures Of Youth Affairs Management At The Primary Level Under The Perspective Of Synergistic Governance

Teenagers are the future of the country and the hope of the nation.With the rapid development of China's economy and society,young people living at this era are facing new difficulties and problems in their growth,physical and mental health,employment,social inclusion,marriage and relationship,though they enjoy an overall improvement in their work and living conditions.The 18 th National Congress of the Party proposed to strengthen social construction,for which we must accelerate the reform of social system and we should,for the sake of focusing on building up a socialist social management system with Chinese characteristics,speed up the formation of a social management framework in which the leadership of the Party Committee,government responsibility,social coordination,public engagement and law guarantee are integrated.At present,with the deepening of the transfer of government functions,in addition to the government which is regarded as the main body of youth affairs management,non-profit organizations,enterprises,communities as well as individuals,are also playing a very important role.Based on the synergistic governance theory,this paper studies the roles and functions that diversified subjects such as non-profit organizations,enterprises,communities and individuals play in youth affairs and analyses the relationship schema of synergies,service transfer and mutual complement between different subjects.Starting with the current status of youth affairs management in Wuzhong District,Suzhou,the paper also investigates and analyses the specific issues that has led to the failure of formation of an overall pattern of synergistic governance and insufficient play of functions of each subject.It further discusses the causes at each subject's level and proposes the solutions finally: that is,a youth affairs work model,which is driven by government initiatives,undertaken and implemented by non-profit organisations and jointly supervised by social governance elements such as enterprises,communities and individuals.
