Research On The Purchase Of Environmental Governance Public Services By County-level Governments From Social Organizations

The government's purchase of public services is a public service delivery model that was created by Western capitalist countries under the influence of the new public management movement and practiced and improved by multinational governments.Since the 1990 s,some economically developed regions in our country have gradually explored the government's purchase of public services.The scope of government purchases has been expanding,and the way of purchasing has become increasingly diversified.Correspondingly,the relevant systems for purchasing public services by local governments have also been continuously improved,and the process of government procurement has gradually become institutionalized and standardized.However,as the scope and manner of public services continue to expand,some county-level or township-level grassroots governments have exposed many problems and drawbacks in purchasing public services.Studying and solving these problems will help to expand the theoretical system of government procurement of public services from the perspective of small government;on the other hand,it will encourage and foster social forces in practice and form a multi-governance environment;It has a positive effect on reducing financial pressure and improving administrative efficiency.Based on public product theory,government failure theory,principal-agent theory and public governance theory,this paper comprehensively uses the literature analysis method,case analysis method and in-depth interview method to analyze the government's purchase of public services.Taking the Y county government's purchase of environmental governance public services as an example,we conducted an empirical study on how to improve the efficiency of public services.The Y County studied in this paper is located in Luoyang City,the Central Plains area of western Henan.In terms of the overall development level of Luoyang city,the comprehensive strength of Y county is located in the middle and upper reaches of the nine counties and six districts of Luoyang city,and has won the honorary titles of national advanced technology county,national garden county,national health county and national ecological demonstration area construction advanced county.Taking Y County as an example,this paper analyzes the situation of the county government purchasing the environmental governance public services of Henan TS Environmental Engineering Co.,Ltd.,and analyzes the problems existing in the government: There is a relative shortage of financial funds,the phenomenon of "rent-seeking for power",unclear rights and responsibilities of service subjects,and low participation of service objects.The reasons for these problems are: lack of relevant laws and regulations,lack of evaluation and supervision system,imperfect service mechanism and problems of social organizations themselves.On the basis of analyzing the causes of the problems,the following countermeasures and suggestions are put forward: rational allocation of the use of financial funds,improve the relevant laws and regulations and evaluation and supervision system,improve the multi-party linkage mechanism and improve social organizations themselves.These suggestions are of great significance for improving the level of the Y County government's purchase of environmental governance public services,improving the environmental sanitation governance of townships and villages,and promoting harmonious economic and social development.
