At present,China is in an important period of historical development.The international and domestic situation is complex,the society is diversified,and the social contradictions are increasing day by day.Under this background,emergencies occur frequently.The Internet,with its unprecedented openness,interactivity and convenience,gives citizens more space to express their words freely.More and more people express their opinions and release their feelings in the cyberspace.They participate in social management through various new media platfonns,and the network public opinion of emergencies often erupts with the development of events.With the rapid development of Internet technology,how to deal with the crisis brought by network public opinion,properly solve the social contradictions in emergencies,and establish the ideology with socialist core values as the core has become an important part of local government governance in the new era Content.According to the research idea of "putting forward problems,analyzing problems and solving problems",on the basis of comprehensive research at home and abroad,according to the classic principle of public opinion communication,this paper uses case analysis method to analyze the event of "Dalian women were beaten in the night".In this incident,the problems of Dalian public security department and Mianyang public security department in dealing with internet public opinion are also easy to occur in the work of other local governments,which also has an important reference value for the management of Internet public opinion of other local governments.The problems exposed by the Dalian municipal government in this incident include:insufficient attention to the self media platform,low efficiency of early warning,untimely analysis of research and judgment,slow official response,rampant rumors,inadequate information disclosure,too little official voice,etc.,which are mainly due to the following reasons:the backward concept of Internet public opinion governance,the backward research and judgment of Internet public opinion early warning,the Internet public opinion guidance machine,etc The system is not perfect,and the network public opinion rehabilitation evaluation needs to be improved.Finally,this paper puts forward the corresponding improvement suggestions,hoping to improve the government's ability of network public opinion governance in an all-round way,and provide a reference for local governments to respond to network public opinion in the new media era.The main body of this paper is divided into five chapters.The first chapter is the introduction part,which puts forward the background,purpose and significance of the research,summarizes and analyzes the research status at home and abroad,and sorts out the research content and research methods of this paper;the second chapter briefly introduces the basic concepts and theoretical basis related to the network public opinion of emergencies;the third chapter is to take "Dalian women were beaten" as an example to describe the general situation of the event and the place The government's response to time and the trend of Internet public opinion put forward the public's concerns;the fourth chapter is to analyze the local government's deficiencies and the causes of problems in the process of dealing with the Internet public opinion of emergencies;the fifth chapter is to explore the local government's countermeasures and suggestions to effectively deal with the Internet public opinion of Emergencies Based on the current reality.
