Study On The Problems And Countermeasures Of "Internet+ Government Service" In W Town,Sui County,Hubei Province

In the era of a Internet +",great changes have taken place in people's life and work.The development of "Internet + Government Services" has become the best way to build a service-oriented government.As the lowest level of the state authority,the township plays an important role in promoting the development of the country.Therefore,it is necessary to promote the rapid development of "Internet + Government Service" in townships,which is beneficial for improving the service mode and the work efficiency of township governments and driving the overall development of the local social economy.This thesis takes the construction of "Internet+ Government Service" in W County,Hubei Province as the research object,defines the core concepts of "Internet ?Government Service" and "Internet + Government Service" in townships,and analyzes their internal characteristics.Then,the methods of comparative analysis,case analysis and questionnaire investigation are used to elaborate the current situation of "Internet ?Government Service" construction in W town.With the seamless government theory and the new public service theory,the current situation is analyzed thoroughly.After that,it is found that there are four problems in the construction of"Internet + Government Services" in W town:lack of effective organizational management and long-term planning,inadequate infrastructures and shortage of platform construction,generally low quality of personnel and service,imperfect implementation of the system norms.Finally,combined with the successful experience and enlightenment of the e-government construction in Towa-cho town of Japan and Jiulong Town of Guangzhou,four development strategies are proposed to promote the "Internet + Government Service" in W Town,including scientific planning development for the improvement of organizational structure,increase of financial funds tilting strength for the fully guaranteed construction of facilities and platforms,good application environment with intensive publicity,education and training and perfect system construction for service protection.The innovation value of this thesis mainly reflects in two points.Firstly,most studies investigated the construction of "Internet + Government Service" at the national,provincial and municipal levels.Different from that,the focus of this thesis is "Internet ?Government Service" at the township level,which is closer to the countryside,the masses,and the reality.Furthermore,the hardware(infrastructures)and software(WeChat public number,government application APP,and the comprehensive service platform for the people)are adopted in this thesis when presenting and analyzing the problems.It is more comprehensive than the previous research so tmat the strategies proposed are more balanced and in l:ine with the development direction of W town.Secondly,the previous research mainly concern the:improvement of township public service capacity under the background of "Internet+",this thesis pays attention to the"Internet + government service" in townships.Consequently,the research content is more specific and targeted.It helps to find the latest problems in time and put forward suggestions that are keeping pace with the times.
