The Third-party Service’s Participation In City Appearance Management Pursed By The Government

In response to the country’s call which encourages the government to purchase third-party services,meanwhile take the subsidence of city management law enforcement force and the change of grid center functions as an opportunity in 2015,X Subdistrict’s government hires third-party service to assist the city management team by participating in city appearance management.This measure strengthens the long-term management mechanism of city appearance and environment that obtains certain results and practical experience.On the basis of fully recognizing the achievements of third-party service,this paper reveals problems of the third-party service in the city appearance management through the summary of the author’s daily work experience,such as improper management,low efficiency and increase of the management cost.This paper uses practical experience to explore the causes of the problem,so as to study the solution to the problem.This paper argues that the causes of the problem can be explained from four aspects of incomplete laws and regulations,insufficient team quality of the third-party team,isolation from the government and problems of government’s upper management.The government’s purchase of third-party service to participate in city appearance management is still in the trial stage,X Subdistrict government keeps groping in practice how to improve the long-term management mechanism of city appearance and reduce the pressure of government management and law enforcement costs.This paper proposes methods to solve the existing problems from practical work experience and previous research conclusions.In addition,this paper puts forward constructive suggestions from the angle of system construction,improvement of third party’s own quality,connection between the government and third-party team and improvement of government’s ability.At the same time,this paper focuses on institutional development,improves and optimizes the existing problems in the process of government purchasing third-party services to participate in the city appearance management from the angle of operating mechanism,supervision and evaluation mechanism,legal protection mechanism and accountability mechanism,which to achieve the purpose of government management.
