Study On The Optimization Of The Ecological System Of Administrative Examination And Approval In Grass-roots Government

The ecological system of administrative examination and approval is a standard pattern abstracted from the process state,system structure and internal and external environment of the governmental administrative examination and approval.The system is constructed based on the facts of administrative examination and approval,and is a conclusion drawn through the value judgment and logical induction of the following factors,including the internal and external environment,institutional mechanism,supervision system,personnel management etc.It is relatively stabilize and continues,and also dynamic.Its development depends on the role it runs during the development of local economic development and the transformation of government functions in the reform and development of administrative examination and approval.Since 2014,the"one-way”administrative service reform in Chancheng District has been continuously optimized,promoted and updated,with the administrative service center as the unified external window,the mode of separation of examination and approval,the strengthening of management in various fields,the improvement of electronic platform,the expansion of supervision channels,and the improvement of rules and regulations,thus forming an administrative approval ecological system with distinct local characteristics.However,the reformation of the"one-way”administrative service in Chancheng District is a bottom-up movement,lacking both top-level overall design and theoretical demonstration,and this brings enormous risks to the reform.Therefore,considering the systematic,dynamic,arduous and long-term nature of the reform,this paper attempts to find out the main problems in the process of operation and the deep-seated causes of the problems by summing up the preliminary experience of the grass-roots government in the reform of administrative approval,and putting forward measures to make the ecological system of administrative approval operate in a virtuous circle.Besides the"introduction"and the"conclusion and expectation",this article consists of four main parts,and the main contents are as below:Part One:"The theory of the ecological system of grass-roots governmental administrative examination and approval".This part mainly defines the meaning and characteristics of grass-roots governments and its administrative examination and approval,analyses the structure of the grass-roots government's administrative examination and approval system and also clarifies the theoretical basis of the system(the theory of service-oriented government,the theory of new public service and the theory of system science).Part Two:"An overview on the construction of the ecological system of administrative examination and approval system of Chancheng district".This part is based on the description of the target set and the main content of ecological construction of the system of Chancheng District,focusing on the present process of the system innovation,and also the outstanding results of the"one-gate"service approval reform which is determined as a national benchmark by General Office of the State Council.Part Three:"Analysis of the difficulties while operating the administrative examination and approval system of Chancheng district".This part examines the dilemma in the operation of the ecological system of administrative examination and approval in Chancheng District from six aspects:the restraint of the structure,the obstruction of management,the barrier of supervision,the perplexity of examination and approval,the restraint of coordination,and the promotion difficulty.It also analyses the causes of the dilemma from six dimensions such as"the positioning of the structure is obviously lagging behind".Part Four:"The exploration the counter measures on how to optimize the ecological system of administrative examination and approval of Chancheng district".In this part,we propose a new idea:to transform approval into management and service.This part also brings up measures on how to optimize the ecological system of administrative examination and approval of Chancheng district,both from the hardware and software condition.In this paper,the innovation intention is mainly manifested in three aspects.First of all,the innovation of research perspective.In the past,the research of administrative approval mainly focused on single angle or partial problems in the process of implementation.This study starts from the overall situation of the administrative approval system,explores the innovative perspective of the ecological system of administrative approval,breaks through the traditional research paradigm and broadens the research dimension of administrative approval.Secondly,the innovation of academic insights.Through the analysis and research of the current situation,problems and optimization countermeasures of the ecological system of administrative examination and approval,it is concluded that the ecological system of administrative examination and approval is an innovative framework for the reform of the administrative examination and approval model and can be replicated and popularized in reality,which brings a new breakthrough to the development of the grass-roots government undertaking the decentralization of administrative authority.Thirdly,innovation of the policy suggestion.In this paper,the optimization plan designed is operable and accurate,and provides forward-looking recommendations for governments on operating and making policies on how to optimise the administrative examination and approval system.
