The reform of the administrative examination and approval system is an important reform to adapt to the requirements of deepening the reform in an all-round way.It plays an important role in establishing and improving the socialist market economy system and has an important significance in transforming the functions of the government.Over the past decade of reform,governments at all levels and various departments have actively implemented the central government's deployment,steadily intensified the reform of the administrative examination and approval system,accelerated the transformation of government functions and deepened the reform in an all-round way,in accordance with the overall requirements,and achieved great results.The State Council has six batches in succession,canceled and adjusted 2497 items of administrative examination and approval,accounting for 69.3% of the original total.Governments at all levels and departments have also actively adjusted and canceled administrative examination and approval items,accounting for more than 50% of the original total.With the establishment and improvement of the socialist market economy in our country,in the process of implementing the reform of administrative examination and approval system,governments at all levels and departments have some problems in the implementation of administrative examination and approval reform due to the influence of political,economic,cultural and regional factors.The administrative examination and approval authority often exists among various departments of governments at all levels.There are intersections among different levels of government and departments,and the adjustment methods,methods,cancellations and decentralization of administrative examination and approval items are different.As a result,the implementation of administrative examination and approval system reform is not balanced among regions.Coordination problems between upper and lower departments arise in the implementation of administrative examination and approval system reform,and coordination problems among different departments of the same level of government.Therefore,it is easy to produce prevarication between governments at all levels and departments,which affects the process of the reform of the administrative examination and approval system.Grass-roots government is the key implementing department and effective executing department in the reform.Its administrative level is low,and the available resources and information are limited.The problems in the process of administrative examination and approval system reform are particularly prominent.Through looking through a lot of data,the author finds that most of the research on the reform of administrative examination and approval system at the grass-roots level focuses on the methods and paths,great significance,achievements and problem analysis of the reform of administrative examination and approval system.In the analysis and study of various problems arising from the reform and implementation of administrative examination and approval system,there is little special discussion and Research on the coordination between departments.Therefore,taking Weiyang District as an example,combined with the current situation of the development of Weiyang District,this paper conducts field research,adopts the method of interview and questionnaire survey,discusses the interdepartmental coordination in the implementation of the reform of the grassroots administrative approval system,and analyzes the reasons for the problems.Make some constructive suggestions and recommendations.
