Research On Monitoring Index Of Urban Credit System Construction In China

With the development of China's economy and society,the problems of credit default and lack of integrity have become major constraints for the further stable and healthy development of society and various industries.In response to the rapid development of science and technology and the need to solve the problem of social integrity,since the State Council issued the Notice of the State Council on Issuing the Outline of the Construction Plan for Social Credit System(2014-2020)(Guo Fa[2014]No.21)(hereinafter referred to as the " Outline of the Plan")in 2014,Local governments and social credit service agencies have actively carried out the construction of credit systems in the society,key industries and regions.Based on the perspective of a third-party credit service organization,starting from the construction of urban social credit system,and taking the planning outline for the construction of China's social credit system as the basis,this paper decomposes and analyzes the work content of the construction of urban credit system stipulated in the planning outline item by item,adopts AHP to simulate and restore the index system of China's urban credit monitoring,and constructs the monitoring index of urban credit system,aiming at monitoring the construction of urban credit system in various cities in accordance with national policies.To explore the content and focus of the construction of China's urban credit system,and to provide suggestions on how to improve the construction of urban credit and promote the credit ranking of cities with relatively low ranking of urban credit monitoring.The research in this paper mainly includes four parts:? the theoretical basis for the construction of urban credit system;? the achievements of foreign city credit system construction and the current situation of China's city credit system construction and monitoring;? Construction of monitoring index system for urban credit system construction;? Using the urban credit monitoring index system constructed in this paper to evaluate and analyze the urban credit construction in Hangzhou;?The conclusion of this study.This paper holds that the construction of urban credit system is a long-term systematic project.First of all,we need to break through the data barriers between the government administrative departments and realize the orderly integration and exchange of credit information data among various departments.Secondly,local governments should combine their own characteristics of economic development,find the starting point for the construction of urban credit system,and construct the bright spots of credit system construction in each city.Thirdly,the construction of laws,regulations,systems and mechanisms in the construction of urban credit system is the guarantee basis for the whole systematic work.Finally,the national data source for urban credit monitoring is mainly based on online public data.Local governments should attach importance to the construction of credit platforms and strengthen the collection and publicity of local credit information data,which is helpful to improve the ranking of local urban credit monitoring.
