Study On Construction Of Social Credit System In Xinzheng City

The construction of social credit system is an important part of social governance system,is also an important measure to promote the modernization of governance capacity.Since 2014,the "national social credit system construction plan(2014-2020)" was published,the construction of social credit system has been paid more and more attention by government,enterprise,society and so on.Although the national level attaches great importance,but to the country level,this work is often difficult to carry out,and the situation of "hot on the top and cold below" appears.Taking Xinzheng city as an example,this paper discusses the implementation of county government's responsibility and the problems encountered in social credit system construction,and explores the way out of the construction of county social credit system.To carry out the construction of social credit system,which involves the government,enterprises and social organizations,but also relates to everyone,this paper is to carry out the work of government departments in the construction of social credit system of responsibility.This paper first puts forward the government departments in the four main responsibility to carry out the work of the construction of social credit system in the organization:(1)security system;(2)the credit information collection;(3)the use of credit information;(4)propaganda and cultural integrity.Then,by using the methods of literature analysis,case study and empirical analysis,this paper studies the development background and specific methods of the construction of social credit system in Xinzheng,and reveals the responsibility fulfillment of government departments in the process of credit construction,and discovers the emerging problems such as the organization system's weakness,the credit information collection foundation problem,coordination difficulty,the nonstandard use of credit information,and so on.Through analyzing,The poor analysis of top-level design,the continuity of the idea of ruling by man,and county social reality as the reasons are found.Finally put forward solutions.By analyzing the causes and finding countermeasures,in order to reflect the current situation of social credit system construction on country level,and provide reference for social credit system construction of top-level design for the country,accelerating the modernization of national governance capacity.
