The Research On Social Credit System Construction In RC City Based On Governmental Function Perspectives

From the perspective of government management, and in accordance with the current research at home and abroad,this paper conducts a detailed analysis on the historical evolution of social credit system of China. It discusses the preliminary planning stage, all-round construction stage and promoting and perfecting stage of social credit system construction, defines the achievements made in government credit, business integrity, social credibility and public confidence in judicial system.To solve these problems, this paper makes comparisons to the private credit system model represented by U.S.A,public credit system model represented by Germany and social credit management mode represented by Japan. Through comparative analysis, this paper concludes that the importance and chronicity of the construction of social credit system should be fully recognized. According to national conditions at the present stage in China, social credit system construction should chose the way with Chinese characteristics that government lead the public credit information disclosure and sharing, and market operate credit reports, credit assessment and credit guarantee. In addition, credit legal system and credit supervision system needs to improve. This paper analyzes the achievements made by RC municipal government in perfect system, propaganda, information sharing and integrity applications, some areas yet to be developed such as insufficient recognition and single channel of credit reporting, thus putting forward countermeasures such as enhancing government’s own credit construction, seizing policy guidance and making credit publicity work, etc. This paper finds out the the performance and the cause of the problem existing in the self-construction, credit environment construction and credit market construction of the government, and points out that as the dominant role in social credit system construction, our government should enhance its own credit by defining function, improving efficiency and executing contract, promote social credit environment construction by improving the law system and conducting credit education, promote the development of credit market by standardizing order in order to promote the social credit system construction.
