Research On Villagers' Participation In Rural Social Governance In Horinger County

"Three Rural Issues" has always been the top priority of the Party and the state's work.With the economic and social transformation of our country,many new problems and new challenges have arisen in rural society.How to solve the current difficulties faced by the rural areas and achieve agricultural development,peasant's prosperity and the stability of rural society are an urgent problems to be solved at present.As an important part of grass-roots governance,rural social governance is related to the overall situation of the development and stability of the whole country.As an important subject of rural social governance,villagers' participation in rural social governance plays an irreplaceable role in rural society.Therefore,in order to realize the continuous development of rural society,it is necessary to explore the realization path of villagers'participation in rural social governance,and to promote the implementation of the strategy of rural revitalization,and to truly realize the effective governance of rural society.This paper takes the rural areas of Horinger County in Inner Mongolia as the research site,mainly on the basis of governance theory,good governance theory and deliberative democracy theory,using the research method combined with questionnaires and interviews to investigate the participation of villagers in Horinger County and obtain first-hand information.This paper is roughly divided into seven parts.The first part is the introduction;this part mainly elaborates the research purpose and significance,combs the domestic and foreign research situation of villagers' participation in rural social governance,and elaborates the research methods and innovation points and deficiencies.The second part is about the basic concepts and theoretical analysis of villagers'participation in rural social governance.It mainly introduces the related concepts and basic theories involved in this paper.The third part is the current situation of villagers'participation in rural social governance in Horinger County.Through field investigation in Horinger County,relevant data and data are obtained,focusing on the basic situation of the sample,the motivation and consciousness of villagers' participation in rural public affairs governance,the ways of villagers' participation in rural public affairs governance,and villagers' satisfaction with the promotion and promotion of villagers' participation by the "two committees of villages" and other issues related to villagers' participation in rural social governance are analyzed in depth.The fourth part is analysis of the problems and causes of villagers' participation in rural social governance in Horinger County.The fifth part lists the advanced experience at home and abroad,and draws inspiration from it.The sixth part puts forward feasible suggestions and countermeasures for optimizing and participating in rural social governance by villagers in Horinger County.The seventh part is the conclusion,which mainly summarizes the research,and explains the difficulties encountered in the writing process and the problems needing attention in the future research.The main point of view of this paper is to regard the participation of villagers as the research focus of rural social governance.That is,village participation is an endogenous development motivation and an important way to improve the level of rural social governance.It is an effective form to realize the people's mastery of the country and is the party's mass line vividly embodied.Through the research,this paper finds that the villagers' participation of weak consciousness,the channels of participation are not mooth and the guarantee mechanism of participation is imperfect,and puts forward solutions from three aspects:enhancing the participation consciousness,forming a new pattern of co-governance and sharing;standardizing ways and means of participation,stimulating villagers' participation enthusiasm;establish an institutionalized participation mechanism,and improving the level of rural social governance,the countermeasures to solve the problem and the villagers' participation in rural social governance in Horinger County.
