Since the 19 th national convention of the Communist Party of China,the party and the nation repeatedly emphasized the improvement of the local government system with the implementation of the local regeneration strategy and the combination of autonomy,the rule of law and virtue.This indicates that parties and states are very important for rural governance and development.Continuous change of rural rural policy and continuous change and mechanism of rural governance system the new era has given new connotation and put forward new requirements for villagers' autonomy.Therefore,It is very important to study the subject of villagers.Issues and Countermeasures of villagers in rural governance in h can provide rich theoretical materials for similar problems in Villagers' autonomy,Provide and provide references to improve the level of local government for the town demonstration and inspiration for other areas with similar problems.Through reading a large number of literature,this paper combs the domestic and foreign research on Rural Governance and rural autonomy,analyzes and summarizes it,finds out its shortcomings,and puts forward the topic of this paper combined with the specific situation of H town.Secondly,it defines the core concepts of this paper with the related concepts of villagers' autonomy and rural governance,and takes the new public service theory and collaborative governance theory as the theoretical basis of this paper.Thirdly,by means of data collection,interview and questionnaire survey,this paper analyzes the achievements,problems and causes of villagers' autonomy in H Town,and puts forward countermeasures.Finally,the research conclusions and prospects are drawn.There are six chapters in this paper.The first chapter is the introduction,which puts forward the research background and significance,analyzes the research status of domestic and foreign literature,defines the research ideas and methods,and explores the innovation points;The second chapter defines the relevant concepts and theoretical basis,defines the core concepts of rural governance and villager autonomy,expounds the new public service theory and collaborative governance theory,and analyzes the applicability of the above theories to this paper.The third chapter analyzes the current situation of rural governance and villager autonomy in H Town,including the current this paper.The conclusions of this paper are as follows: firstly,rural governance refers to the related activities of multiple governance subjects around the common goal,taking villagers' autonomy as the core content,cooperating with each other,influencing and regulating rural development and village level affairs governance.Villager autonomy refers to the process in which autonomous subjects participate in solving rural public affairs and realize self-management,self-education and self-service under the framework of rule of law and the support of rule of virtue in accordance with laws and regulations.Second,the rural governance system includes villagers' autonomy,which is an important way to implement rural governance and provides inexhaustible power for rural governance.Third,the villagers' autonomy of the town has the characteristics of distinct times,multiple governance subjects,cooperation and non-profit.Fourth,based on the investigation,the main problems of villagers' self-government in this town are the weak consciousness of the main body of villagers' self-government,the inadequate implementation of the "Four Democracies" of villagers' self-government,the insufficient support of the rule of law and the rule of virtue environment of villagers' self-government,the imperfect participation of social organizations in Villagers' self-government rules and regulations and external support,and the insufficient coordination between the two committees of village branch and social organizations.The reason is that the comprehensive quality of the main body of villagers' autonomy is not high,the quality of implementing the "Four Democracies" is not high,the construction of rule of law and rule of virtue is relatively backward,the participation of social organizations in autonomy is in the initial stage of exploration,and the cooperative co governance mechanism between the two committees of village branch and social organizations is not perfect.Fifth,to solve the problems of villagers' autonomy in the town's rural governance,we need to start from many aspects: adhere to the leadership of the party,enhance the ability of villagers' autonomy subject to participate in autonomy,continue to deepen the "Four Democracies",strengthen the construction of rural rule of law and moral environment,improve the mechanism of social organizations to participate in Villagers' autonomy,and enhance the ability of social organizations to cooperate and co govern.Innovation in this paper: Innovation in research.At present,there are more researches on Rural Governance and villagers' autonomy from the theoretical level and the national level,but there are less researches on the micro villagers' autonomy.The development of
