A Study On The Governance Of Poverty Alleviation And Relocation Community From The Perspective Of Spatial Sociology

As a new type of community established under the policy of “precise poverty alleviation” in China,on the one hand,it helps to solve the problem of the survival and development of the rural population in deep poverty at the present stage in our country.On the other hand,it is easy to help the poor and relocate to adapt to the current process of urbanization in our country,which promotes the development of a large number of cities and towns and the construction of new countryside.The governance and development of local poverty alleviation and relocation communities are of great significance to win the “poverty alleviation” and realize the “rural revitalization”.This article starts from the perspective of spatial sociology,examines the dynamic governance practice process of the poverty alleviation and relocation communities.Under the analytical framework of “state-society”,this paper discusses the production and reshaping of community space by different actors in the community in the process of governance practice.First of all,it analyzes why the spatial transformation of the poverty alleviation and relocation community takes place,and explores the interaction and game among the national government,community autonomous organizations and poor relocation groups in this process;Secondly,it analyzes the spatial practice of the poverty alleviation and relocation community.Under the governance mode of multiple collaborative governance,the community has completed the production of community order space,production space and living space,and constructed a new policy-oriented community.Thirdly,it discusses the spatial reshaping of the community of poverty alleviation and relocation.In the process of spatial practice,the dislocation between the “self” perception of individual actors in community space and the cognition of “other” in the existing space leads to the predicament of community spatial governance,including the formalization of governance system in order space and the duality of governance structure lead to the inefficiency of community governance.In the production space,the misalignment between the multiple supply of jobs with government assistance and the employment needs of the poor relocated groups,and the weak employment persistence of the poor groups themselves,lead to difficulties in the subsequent development of the relocated group;In the living space the misplacement of public cultural supply and the lack of community residents' psychological identification result in the lack of endogenous community governance.With the strong input of administrative power and resources,to a certain extent,they have quickly injected vitality into the newly established new community and promoted the development of the new community space.However,the top-down governance model of the government can not really integrate the development of the community itself,which will lead to inefficient governance and dislocation of resource supply.At the same time,its strong governance also compresses the space for community organizations and residents to participate in community governance.From the perspective of space production,for the reproduction of community space,we should integrate life experience into community space,pay more attention to life and production in space,and strengthen the construction of community culture and publicity,allow community residents to participate in the space construction and development process.Only in its way can we really form the mutual structure of different subjects in the community.From the perspective of the relationship between the state and society,community governance is in the relationship structure of “strong country” and “weak society”.Therefore,in the follow-up development,we should actively adjust the relationship structure between the state and society,enhance the ability of community autonomy,establish a governance structure with community autonomy as the main body,and at the same time optimize the administrative governance ability of the government build a governance structure of "strong country" and "strong society" to promote community transition and transformation.
