Research On "Hollow" Governance Of Suburban Villages Under The Background Of Rural Revitalization Strategy

In the past 40 years of reform and opening-up,with the rapid progress of industrialization and urbanization,a large number of rural people have fled out of the country,especially the young labor force has chosen to step out of the countryside and enter the city,resulting in the vacancy of rural homestead.With the stagnation of agricultural production and the deterioration of rural environmental health,the gap between rural infrastructure and public service levels is becoming larger and larger,and the development of rural political,economic and social life is weak,resulting in a more common phenomenon of "hollowing".Suburban villages are no exception.Although suburban villages are close to towns and have great geographical advantages,their industrial development,infrastructure,and public services are still quite different from those of neighbouring cities.Distance Along with the urbanization to the national strategy high degree,under the city huge "pull",the city suburb village hollow problem also becomes more and more serious.On October 18,2017,the 19 th CPC National Congress reported: "the implementation of the strategy of revitalizing rural areas requires that the modernization of agricultural and rural areas be accelerated in accordance with the general requirements of prosperous industries,ecological livable,civilized rural style,effective governance,and prosperity in life." Therefore,it is imperative to promote China's rural construction and "hollow" governance.Taking Shengmi Town Shengli Village in Honggu Tan New District of Nanchang City as an example,this paper expounds the research background of "Hollow Village" by means of literature research,field investigation and questionnaire survey,based on the background of our country's rural revitalization strategy,and taking Shengmi Town in Honggu Tan New area of Nanchang City as an example.The significance of the study,and the related concepts and treatment of "hollow village" Theoretical basis.Secondly,it introduces the basic situation of Shengli Village and its "hollowing" status in population,homestead,contracted land use,infrastructure,social services,and so on.Thirdly,the causes of the "hollowing" problem in Shengli Village and its influence on the living environment,left-behind groups,agricultural production,grass-roots governance,social relations,traditional rural problems and so on are briefly analyzed.Finally,taking the strategy of rural revitalization as an opportunity,this paper takes the general requirements of "prosperous industry,ecological livable,civilized rural style,effective governance and rich life" as the starting point and foothold,combining the geographical advantages of suburban villages,from the point of view of economy and politics,From the aspects of culture,society,ecological civilization and so on,this paper probes into the concrete countermeasures to deal with the "hollowing" of rural villages,hoping to provide a useful reference for effectively solving the problem of "hollowing" in rural areas,and to realize the revitalization of rural areas.To realize the vision of "making agriculture a running industry,making farmers an attractive profession,and making the countryside a beautiful home for living and working in peace and contentment".
