Exploring The Governance Of "The Hollowed Village" Under The Strategy Of Rural Revitalization

The implementation of the strategy of rural revitalization puts forward by the 19th National Congress of the Communist Party of China is the general program for the work of "Agriculture,Rural areas and Farmers",which is of epoch-making significance and is related to building a moderately prosperous society in an all-round way.When inspecting S Province,general secretary Xi Jinping pointed out that we should persist in solving the problems of agriculture,rural areas and farmers in the first place of the work of the whole party,increase farmers’ income through various channels,improve gradually the production and living conditions in rural areas,achieve the modernization of agriculture in an orderly way,and improve the leading system and mechanism of rural work.With the rapid development of China’s economy,a large number of rural population flock to the city to pursue more perfect supply of public goods and services.The rural permanent population continues to decrease,resulting in the hollowing out of "geography" and"economics".The hollowing rural areas directly leads to the increase of"three stay" population,the weakening of the main body and the empty disposal of land,which seriously affects the rural living environment and causes a lot of waste of resources,which is contrary to the general requirements of the current strategy of rural revitalization.Therefore,it is very urgent to analyze and study the "hollow village" governance under the strategy of rural revitalization.By using the method of case study,this paper focuses on the problems in the governance of the "hollow village" in H Township,and finds that:the problems of serious population loss,single economic structure,increasing idle resources,imperfect supply of public services and weak organizational initiative are common in the "hollow village" in h township;the governance dilemma is mainly the governance subject according to the current situation The main causes of these problems are the absence of government planning,the lack of system guarantee,the imbalance of urban and rural development,the poor quality of cadres,and the backward concept of farmers.In order to effectively realize the "hollow village" governance,based on the research of"hollow village" governance in H Township,combined with the requirements of five aspects of Rural Revitalization Strategy,this paper puts forward suggestions on the "hollow village" governance from four aspects:diversification of governance subject,feasibility of governance path,comprehensive governance guarantee and innovation of governance mode,so as to promote the "hollow village" to gradually achieve To the general requirements of "prosperous industry,livable ecology,civilized countryside,effective governance and rich life",we will finally achieve a well-off society in an all-round way.
