The foundation of the countryside revitalization is the effective governance.With the rapid development of urban and rural society,there are huge differences in the development of rural areas.The imbalance is very prominent,and rural governance has become unprecedented complex.In this case,in addition to strengthening policy coordination,we should distinguish the development stages of different types of rural areas and carry out targeted governance.With the process of urbanization,a large number of suburban villages are facing the problem of integrating into the city,but urbanization is a long-term process,and the transitional governance of suburban villages is increasingly prominent.Urbanization has activated the potential interests of villages,so how to distribute the interests fairly and reasonably is more urgent.On the basis of field investigation,taking l village in Central China as a case,this paper focuses on the main line of transitional governance of suburban villages,analyzes how the village governance changes in the process of increasing public interest of suburban villages,and how the governance process based on interest and power is,and explores the characteristics and generation mechanism of this transitional governance form.This paper consists of three parts: introduction,text and conclusion.The introduction is the introduction of the full text and puts forward the research topic of this paper.The main body consists of five chapters.The first chapter introduces the background of villages generated by interest network governance.Similar to most agricultural villages in Central China,l village is a typical social structure of small relatives,which is a combined village with two surname Lu and Guo as the main body.In the differentiation of individual families and isolated small families,formed a special team pattern.Due to the lack of collective economy,the lack of village governance resources,the village collective has no ability to integrate the villagers,and the village community tends to disintegrate.With the development of urbanization,land and other public resources are increasing rapidly.Villagers began to re recognize the value of land,and actively participate in village affairs in the interest disputes.In the form of interest intensive,villages gradually evolve towards network governance of interests.The second chapter introduces the competition of different subjects around the village public resources.Village economic elites and political elites conspire to seize land and make a fortune.Not only the cultivated land has been targeted,but also the wasteland in the village has become the object of contention.The dominant logic behind the land adjustment is also changing,from the original simple logic of local fairness to the logic of profit sharing.It is this kind of interest game that forms the profit sharing order based on the disposal of public resources.The third chapter analyzes the induced participation in the construction of public facilities.In the case that the village collective has no funds,it is a strategic governance behavior for village cadres to exchange the expected compensation income for the future demolition of public facilities in exchange for people with economic strength in the village to invest in the construction of public facilities.The fourth chapter analyzes the rule confusion caused by the transition of suburban villages.This kind of rule confusion is the Value Dilemma in the distribution of public interests.This value dilemma is reflected in the dilemma of the balance between reason and interest in the interest dispute mediation,in the qualification of not being a village daughter-in-law or a married woman,and in the identity crisis of public rules and interpersonal trust caused by the corruption of small and micro power whose compensation has been misappropriated.The fifth chapter analyzes the fierce interest contest around public positions from the perspective of interest stimulated participation enthusiasm.In order to obtain public positions in the village,they all do their best to rely on the interest network,mobilize and lobby,and even invite guests and gifts.This kind of competitive politics is an embodiment of village governance based on interests.Based on the case study of L village,this paper defines the transitional governance form of suburban village as "interest network governance".Under the background of the interest of rural social relations,different subjects in the countryside form an interest network to participate in or carry out rural governance.Interest network emphasizes social connection based on interest relationship.Because the distribution of interests replaces the various affairs in the village governance,and becomes the core content of suburban rural governance,and the interests flow and distribute in the network relationship,so the interest network becomes the tool to support the rural governance action.Interest network governance is the presentation of the interactive relationship based on interests of all parties in suburban village governance and the reproduction of interest relationship.The formation of interest network governance is the product of the logic of villagers' individual interest pursuit,the state's pressure rural governance mode and its influence on interest producers.The network governance of interests has the characteristics of profit sharing,competition and privatization of governance.At present,China is in the development stage of promoting rural revitalization,and the governance of rural society is facing a new situation.We should take interests and power as the core,make good use of rich governance resources,and realize the effective governance of suburban villages through reshaping the governance ability of public power and organic integration of collective interests and personal interests.
