Research On Discreteness In The Public Policy Process

Since the time of appearance,the purpose of modern theories and methodologies on public policy have been to solve the complex issues on public policy.There are all kinds of unreasonable phenomena on public policy in our country today.From the perspective of public policy process,the reason behind is actually the discreteness in the public policy process.Based on the theory of strategy map,this paper looks into the discreteness in the public policy process,aiming to explore a way of applying the strategy map to improve public policy process as well as to address the discreteness issue.This paper advocated that the solution to discreteness is the application of the strategy map to the public policy process,turning the process into a coherent,integrated and systematic continuum of virtuous cycles lead by strategic thinking.The structure of this paper consists of the following sections:overview of the theories,analysis of discreteness in the public policy process,the strategy map of the public policy process,practices and significance of applying the strategy map to the public policy process.This study focuses on the detailed steps of applying the strategic map to the public policy process,as well as the way such application solves the discreteness issue.The highlight of this paper is,the key to solve the discreteness issue is to solve the discreteness of the mindset.The contribution of the strategy map in this regard lies in the emphasis to the public policy process of the concept 'value'.It opens up the mind for the public policy process on how to solve new problems and seek new improvement in the future.
