Studies On Theoretical Optimization Of The Present Public Policy Implementation Process

Public policies are restrictive rules and guiding measures used by the government in a certain period of time for stipulating social conducts and realizing society development goals. Governmental management over public affaires and regulation over society development process are realized by means of the implementation of public policy. This paper analyzes the implementation process of present public policies with the help of knowledge in various disciplines and aims to propose policies and suggestions with systematic significance so as to provide reference to the optimization of public policy implementation process.The body of this paper consists of three parts. In the first part, the paper starts with the definition of the meaning of public policy implementation, and goes on with the exposition about the present theories of policy implementation studies and then-development directions. At the same time, the present studies about public policyimplementation abroad are reviewed so as to extract out some beneficial thoughts.In the second part, after reviewing the general situation of Chinese present public policy implementation and analyzing some typical cases, it is concluded that the major problems of policy implementation at the present stage shown as dogmatic implementation, barbaric implementation, implementation inflation and implementation block. The case study of policy implementation in this paper doesn't only limit to superficial analysis of policies and implementation, but goes deep into the fundamental nature of public policy implementation through analysis of typical cases so as to grasp the key points of policy implementation process. It is pointed out thatthe interest conflict between implementers, the poor quality of the implementing body, the improper implementing measures and the flaws of implementing organizations are the subjective factors that induce implementation problems while the inferior quality of policies, the resistance from policy target groups, the shortage and loss of policy resources, absence of inspecting mechanism and environmental situation limit and hinder the optimized effects of implementation objectively.In the third part, the author tries to offer some rational thoughts about the optimization of policy implementation process from the view of system innovation. First, it is pointed out that policy establishment should be brought into the whole process of policy implementation, and that scientific policy establishment system is the precondition for the realization of implementation optimization. Secondly, the quality of implementation body should be improved generally in aspects of moral consciousness, capability structure, management competence, and political socialization. Finally, it is concluded that the establishment of sound policy implementation system is the key to the optimization of implementation process. Reasonable policy implementation power collocation mechanism should be established at different system levels so as to produce favorable policy implementation communication and coordination mechanism and perfect and feasible policy implementation control mechanism.In the conclusion, the author combines theoretical study with empirical study through an analysis of a typical case about 3northforest works so that the rational thought can be tested in practice.
