A Study On The Problem Of Discreteness Under The Province Governing County

It exists widespread that "where there is policy, there is countermeasure", which is fundamental reason to put forward the problem of the discreteness under the province governing county system reform. Actually, the essence of the province governing county system reform is the problem of centralization and decentralization which is based on the governance structure of a local government. Meanwhile, the problem of the discreteness is objective, and its texture is the inevitable phenomenon which transforms from centralization to decentralization system.What centralization here means to safeguard the national stability which is a premise, while decentralization means to improve the independence of local government.The discreteness of province governing county is an inevitable phenomenon, which existed in the management of the government. It contains four implication:province governing county macroeconomic regulation and control ability, the governance structure of the counties directly administrated under the provinces, the right of the decentralization to the counties and the government management autonomy of the counties. Province Governing County discreteness not noly can stimulate the economic development of the provinces,cities and counties and regional, improve the service of the government, but it also may cause the political dilemma between the provincial and city governments at all levels in the act of one’s own free will. If we want to grasp the meaning of the discreteness, it is necessary for us to analysis and research the correspondent governance model of the county government in a deep way. The meaning of the problem of the Province Governing County, which lies in the administrative decentralization background, is a phenomenon of government management, namely, the diversity due to the hierarchy and power change, the government management of uncertainty or indulgent, these most basic factors, which exist in the county management, are just the problems of discreteness under the province governing county.Therefore, we based on these theories:the theory of new public management, the government’s decentralization and autonomy of local government, and its causes:governance structure loose, difficult macroeconomic regulation and control, management decentralization and county government management autonomy and a series of province governing county discrete problems. The main purpose of this paper is to measure the relationship between the centralization and decentralization by exploring the problem of the discreteness under province governing county system. In other words, the government need to have a degree of centralization and decentralization to the lower levels of government. It has great significants that given appropriate centralization and decentralization, the enthusiasm and initiative of the local government will be improved, which is in the premise of safeguarding national stability.
