Research On The Standardized Construction Of Urban And Comprehensive Law Enforcement Team

The origin of urban management in China is earlier,and the level of urban management has generally lagged behind the speed of urban development for a long time.Since the reform and opening up,with the rapid progress of urbanization in our country,a large number of rural population have gathered in cities,and the scale of cities has expanded dramatically.The scope and responsibilities of urban management have expanded accordingly,and the requirements of the general public for urban management have continuously improved.The central government has repeatedly proposed to improve the urban governance system,improve the urban governance capability,and enhance the intelligence and wisdom level of urban management.The implementation of comprehensive administrative law enforcement of urban management with relatively centralized punishment power started late.Urban management law enforcement departments are "inherently deficient",with uneven law enforcement levels and "hindsight" of governance services.Extreme incidents of violent law enforcement and violent resistance to laws are frequently reported in newspapers.It is urgent to deepen the reform of the system and mechanism of comprehensive administrative law enforcement of urban management.Then,the standardized construction of the comprehensive administrative law enforcement team for urban management is an important part of deepening the reform of the system and mechanism,and it is necessary to carry out in-depth thinking and practical exploration under the background of deepening the reform..Based on the theory of street bureaucrats and the 4P model of human resources management,this paper makes an empirical analysis on the standardization construction of the comprehensive administrative law enforcement team in Qingxiu District of Nanning City.It focuses on the problems and causes,such as the mismatch of department powers and responsibilities,the unreasonable setting of law enforcement posts,the lack of effectiveness of quality management,the lack of scientific performance management and the imperfect compensation management mechanism.From the four aspects of law enforcement objectives,top-level design,human resources management and logistics support,this paper puts forward the countermeasures to strengthen the standardization construction of urban management and law enforcement teams,which can provide reference for urban management and law enforcement departments,thus effectively improving the level of urban governance and the ability of modern governance.
