Research On The Construction Of Urban Management Law Enforcement Assistant

With the introduction of the “Guiding Opinions on Deepening the Reform of Urban Law Enforcement System and Improving Urban Management Work” in 2015,a new round of comprehensive administrative law enforcement reform was launched.The scope of urban management law enforcement has expanded,content has increased,and tasks have increased.The team of urban management law enforcement personnel still stayed in the pre-reform state in terms of team structure,training situation and management.There is no unified guidance,unified standards,and unified caliber.As a result,team building is stagnant,irregularities are frequent,and basic treatment cannot be guaranteed.The social satisfaction is low,and strengthening the team building of urban management law enforcement assistants has become an urgent problem to be solved.This study focuses on how to strengthen the construction of urban management law enforcement support personnel in the new period as a research problem,using investigation and research methods,taking the urban management law enforcement personnel team in Hangzhou City A as an example,the current team structure,training situation and management of the urban management law enforcement support personnel team.The situation and job satisfaction were analyzed in four aspects to find out the problems existing in the team of urban management law enforcement personnel and to find out the causes of the problems.According to the analysis of the survey results,combined with the actual work of the urban management law enforcement assistants in Area A of Hangzhou City,this study designed from the top level,unified standard management;strengthened training,improved quality;established a sound assessment and compensation system;strengthened the safeguard mechanism and other measures proposed to achieve urban management law enforcement Countermeasures for institutionalization,standardization,and legalization of support personnel management.By enriching the theoretical research on the construction of urban management law enforcement support personnel in the new era,this study can fill the gaps in the theoretical research on the construction of urban management law enforcement support personnel at home and abroad,and expand the theoretical literature on public human resource management;on the other hand,make relevant public management The department can realize the urgency and importance of the construction of the urban management law enforcement support team.Through the empirical investigation,it proposes a set of methods to improve team building,update the management concept of urban management law enforcement assistants,and provide some reference and reference for the follow-up team construction.
