Research On The Social Security Of Returned Overseas Fishermen Of Qiaogang In Beihai

With the continuous development of China's social security system,the coverage of social security in urban and rural areas is increasingly expanded,and the academic research on social security of various vulnerable groups is gradually enriched.However,there is a lack of research on returned overseas fishermen.As fishermen,Qiaogang's returned overseas Chinese refugees who was driven home by southeast Asia Chinese exclusion event later period of the 20th century,living for life by the sea for a long time.And there are big difference between fishmen and ordinary farmers,but fishmen is not separated from farmers.Beacause of the natural Marine resources and policy factors,many returned overseas fishermen were forced to shore,and face the plight of"no fields to farm,no job to work,no social security to share".The lack of social security for returning overseas fishermen is an urgent problem for the government.Based on the theory of"baseline equality",this paper will adopt the methods of literature research,field investigation and case analysis to study the social security problems of returned overseas fishermen in Qiaogang of Beihai.This paper analyzes the returned overseas fishermen's social security problems by investigating returned overseas fishermen's employment,income,social security level(include social insurance,housing environment,enjoy health and accept education level,etc)in Qiaogang,and puts forwards author's own suggestions.The conclusion of this paper is that establish a fair social security system for returned overseas fishermen should take into account both the fairness under and below the baseline.It is necessary for the government to promulgation policy to establish a targeted minimum living security system and improve the policy of education and health medical service level of Qiaogang to protect the most basic needs for the returned overseas fishermen.It must also important that government as a guide,the social(enterprise)and individuals together to strengthen the capital investment and training to promote the fishmen to transform and start new business,and implement new fishmen social insurance mechanisms and improve social pension services to satisfy the differential needs of returning overseas fishermen,so that they can get a more fair chance to excavate their potential,develop themselves and obtain better living conditions.This system construction,which reflects the theory of"baseline equality",contributes to social stability and helps promote economic development healthily and sustainably.
