Study On The Public Government Behavior Of Local Government In Nimby Incidents

With the rapid development of the modern economy and society,many local governments in China have launched large-scale projects in the process of promoting economic growth.Although these projects and public facilities improve people's quality of life and alleviate the difficulties in urban development,such as the phenomenon of garbage siege,they bring negative externality to nearby residents.The potential negative externality make the projects questioned and strongly opposed by the public in the process of site selecting,which triggers public resistance.In recent years,many local government show their top-down thinking model of control and closed decision-making pattern,which always making the not-in-my-backyard problems more difficult to solve,and the local governments are even placed in dilemma.Taking public governance theory as a tool,this paper mainly borrows the NIMBY incidents of A garbage incinerator in H city as an example,and typical NIMBY conflicts in other places.Firstly,this paper analyses the value fit between public governance theory and effective NIMBY incidents governance,and the applicability of public governance theory to NIMBY incidents in China,and then in the perspective of Public Governance,this paper chooses the four aspects of multi-center,multi-path,seamless process and performance orientation of public governance theory,this paper analyses the problems and specific reasons of the traditional NIMBY governance model in China,and then incorporates multiple subjects into the governance framework,attempting toestablish a reasonable and effective framework of public governance.Through the research on the governance model of local NIMBY incidents by local governments in China under the theory of public governance,we can find that the multi-center orientation requires multiple subjects to participate in,the multi-path orientation of governance requires the diversification of tools for the governance of NIMBY incidents,and the seamless process orientation of governance requires local governments to govern humanly.The performance orientation of governance requires local governments to achieve relevant policy objectives.On this foundation,if we want to solve the problems existing in the governance model of NIMBY incidents and ensure the legitimacy and publicity of the whole process of NIMBY incidents governance,we should promote the participation of multiple subjects in decision-making and joint governance;building a governance structure of rule of law,building a service-oriented government;improving the governance efficiency in the process of government governance;perfecting the practical performance evaluation system of case management in the governance of NIMBY incidents.Social multi-subject and government can achieve positive interaction,and jointly participate in governance is highly praised by scholars who study on the theory of public governance.This paper takes the local government as the leader,the decision-maker and the service-provider of the local public affairs,and the news media,experts and scholars,enterprises and the local public as the multi-stakeholders.On the foundation of deep analysis of the problems existing in the traditional governance model of the local government,and then analysis the specific reasons in it.In addition,putting forward some feasible suggestions which is expected to realize the transformation of our country's NIMBY incidents governance model and get rid of the predicament of NIMBY incidents governance.
