Research On Welfare Housing Audit Mechanism From The Perspective Of Overall Governance

Since 1994,various welfare housing policies have been introduced in China,among which the housing reform of the old and dangerous houses is one of them.Since 2009,all parts of Guangxi have been actively promoting the housing transformation of old and dangerous houses,which focuses on the reconstruction of large-scale structural houses.However,due to the absence of a unified and complete welfare housing auditing mechanism in China,the fragmentation of the auditing mechanism appears in all levels of auditing bodies,which leads to the cross-cutting of powers and responsibilities and the breakdown of linkage mechanism in the process of qualification examination.How to establish and improve an effective welfare housing auditing mechanism is an urgent problem to be solved in the current qualification auditing work.Based on the analysis of the system and current situation of the auditing mechanism of the dilapidated housing reform in Guangxi Zhuang Autonomous Region,this paper finds that the current auditing mechanism in China is in accordance with the theory of holistic governance.By using the theory of holistic governance,this paper integrates the auditing policy,the method of cross-sectoral cooperation at all levels,and reasonably uses the three safeguarding mechanisms of government support,capital technology and application feedback.Step by step,optimize the functions,resources integration and other elements,and explore a suitable review method and system for China’s welfare housing qualification examination.The application of holistic governance wheel to establish a highly unified housing audit system and information sharing platform,so as to provide more perfect,lower cost and more efficient audit services.To further deepen the reform,we should reshape the administrative value with citizen demand orientation and the government service process with data sharing application;integrate the vertical and horizontal institutions and review departments,build an integrated office process and reshape the review service chain;and use the "omnipotent online approval platform" to consolidate the national housing resources and household information and form a large information database.To share information resources and improve audit efficiency as the goal of the review,to simplify the approval process and truly achieve the invisible audit.Simplify the process of welfare housing qualification examination,shorten the examination and approval time,as far as possible,let the applicants less rush for examination and approval,and ultimately achieve time-saving and labor-saving effect,and bring practical convenience to the applicants.
