Research On Risk Management Of PPP Projects In Characteristic Small Towns Based On Rough Set-unascertained Measure Model

China is currently in the stage of excessive and transformation of new urbanization construction.The construction of PPP projects in characteristic small towns is to implement the national emerging concept,and is also a major strategic layout for realizing green development and building a beautiful China's economic and social development.In the regional economic structure.Taking on the role of“engine ”is the driving force behind China's innovation-driven development strategy and economic growth.Actively promote the construction of PPP projects in characteristic small towns,foster new economic zone,and make a phased contribution to the strategic concept of small towns with national characteristics.The characteristic small town construction of PPP mode has many complicated and huge projects.The whole layout structure needs multi-party participation in planning and construction.Especially the characteristic small town PPP project has a long cycle in the whole cycle and the progress of each project is difficult.The key cooperation and communication with the enterprise can make the project go smoothly.The uncertainty causes the possibility of various risks in the construction.Therefore,the risk management work of the PPP project featuring small towns is very important.Based on the related theoretical concepts of PPP mode risk management in characteristic small towns,PPP mode and characteristic small towns,this paper evaluates the risk influencing factors of PPP projects in characteristic small towns by risk management process.The main research contents are as follows:(1)Through the research background,significance and related literatures of the PPP projects in characteristic small towns,systematical y summarize the problems arising in the project risk management process,and deeply understand the relevant knowledge of risk identification analysis and risk assessment,and clarify the characteristics.The method of risk management for small town PPP projects determines its research framework.(2)Based on the related concepts and theories,analyze the risk indicators of risk influencing factors,and use the rough set software ROSETTA to reduce the attribute values of the preliminary evaluation indicators,and determine the complement and discrete identification of each index value.The final first-order indicators are 4,the second-order indicators are 10 and the third-order indicators are 34 risk assessment indicators.(3)Using the rough set theory as the basis of calculation and the risk assessment model of unascertained measure to empirically analyze the risk indicators of the PPP project in the smal-scale urban small towns in Qingpu District,Shanghai,and evaluate the importance of each risk assessment index in the risk system.At the same time,using the risk rating index method and Borda order value method of risk level confidence,the importance of the control of each risk influencing factor is final y obtained,and the operability of the PPP project risk in the characteristic small towns is realized.
